III. PROPOSED LEGISLATION (Discussion and Action)

Discussion and possible action item: the Committee will review and discuss state legislation affecting the City and County of San Francisco. Items are listed by Department, then by bill number.
a. AB 1330 (Simitian) License plate cameras – Recommended position: Oppose
Would restrict use of information by License Plate Recognition (LPR) cameras for both law and non-law enforcement entities, including restrictions on the retention, use and sale of such data.
Continued to the call of the Chair.

a. AB 1329 (Steinberg) Prescription drug donation - Recommended position: Support
Would allow counties to set up prescription drug donation and redistribution programs to dispense, free of charge, to the medically indigent.

Approved 4-0. No public comment.

b. AB 2265 (Hernández) Business Improvement Districts - Recommended position: Oppose
Would prohibit a property or business improvement district known as community benefit district (CBD) or business improvement district (BID) in San Francisco, from contracting with an organization that was involved in the formation or renewal of the CBD/BID.

Approved 4-0. No public comment.

c. AB 2144 (Perez/Atkins) Infrastructure Financing Districts – Recommended position: Support
Would implement various IFD reforms.

Approve to support and request amendments d 4-0. No public comment.

d. AB 1532
(Perez) Greenhouse gas reduction spending - Recommended position: Support if amended
Would direct the Air Resources Board (ARB) to develop three-year investment plans for AB32
Approved with additional amendments by DPW and PUC 4-0. No public comment.

e. Ab 1442
(Wieckowski) Pharmaceutical waste transportation - Recommended position: Support
Would authorize transportation of pharmaceutical waste by common carrier instead of a licensed medical/hazardous waste hauler.

Approved 4-0. No public comment.
