III. PROPOSED LEGISLATION (Discussion and Action)
Discussion and possible action item: the Committee with review and discuss state legislation affecting the City and County of San Francisco. Items are listed by Department, then by bill number.





a. SB 140 (Leno and Steinberg) – Appropriations for the APPS backlog
Recommended position: Support
Would appropriate funding from the Dealers’ Report of Sale Special Account to the Department of Justice and local law enforcement agencies in order to reduce the backlog of the Armed Prohibited Persons System.

Approved 5-0. No public comment.

b. AB 195 (Hall) – Extension of Design-Build Provisions
Recommended position: Support
Would extend existing provision that allows counties to use the design-build procedures when bidding certain construction projects.

Tabled 5-0. No public comment.

c. SCA 11 (Hancock) – Voter Approval of Special Taxes
Recommended position: Support
Would lower voter approval threshold for special taxes.

Approved 5-0. No public comment.


a. Deferred Deposit Transactions in Check Cashing
Recommended position: Oppose
Oppose increases to deferred deposit transaction limits and support restrictions on deferred deposit transactions.

Approved 5-0. No public comment.

b. Excise Tax on Rents
Recommended position: Oppose
Oppose state legislation that would revise the existing excise tax authorization.

Approved 5-0. No public comment.

IV. PROPOSED STATE POLICY AGENDA – Human Resources (Discussion and Action) Discussion and possible action item: the Committee will review and discuss proposed state policy agendas.
