MINUTES

Meeting of the Commission Room 104
1. CALL TO ORDER: The meeting was called to order at 1805 hours.
2. ROLL CALL Renee Champagne, Bob De La Cruz, Charles Coolidge, George Gibbs,
Leonard Grube, Wallace Levin, CJ O’Mara, Glenn Raswyck, Edwin Wilkerson, and
a quorum was present. City Attorney Wayne Snodgrass and Commission Applicant
Elizabeth Melnick were also present.
3. PLEDGE OF ALLEGIANCE All.
4. APPROVAL OF AGENDA The Agenda was approved unanimously with a hand vote.
5. APPROVAL OF MINUTES OF April 3, 2000 A misspelling of a name was corrected
and the minutes, as corrected were approved unanimously with a hand vote.
6. PUBLIC COMMENT Elizabeth Melnick was introduced but declined to make any
comment. She has been honored for her past services, and will be greatly welcomed
by the Commission when appointed.
7. REPORTS A. President Raswyck presented the Grand Jury report, "Neglect of
Reporting Requirements", which detailed the failure of the Jury’s Investigator
to locate deposited minutes and records of city offices, boards, and commissions
in the places designated by public law. The Veterans Affairs Commission is listed
along with numerous other offices and agencies. Some confusion and indirection
attended the posting of the minutes. Commissioner Grube will contact the librarian
of the Government Documents section of SFPL, the depository required by the
Jury’s report, correct ommissions and procedure as possible.
B. Commissioner Wallace Levin reported the death of former commission member
and celebrated veteran Lino Zamacona. He was well known by most of the long-standing
commissioners and across the community. The rule requiring postponement of
action motions to a following meeting was suspended by a unaminous vote of those
present to permit a speedy message of our concolences to his widow andfamily.
Commissioner Levin will draft the message.
C. Legislative Committee Following up on the commission’s Resollution of March
6, 2000, no response was reported. Commissioner Wilkerson presented a tentative
draft of detailed budget and miscellaneous costs incurred by the commission,
inviting comments and discussion. This project follows April’s resolution to
detail the requirements for accomplishing our goals. Comm. Wilkerson is also
working on the preparation for the Resource Fair.
8. New Business Action by the Secretary and the commission’s response to the
Grand Jury’s report will follow.
9. Announcements Commissioner Champagne mentioned Commissioner Gibb’s appearance
on "Touched by an Angel", relative to his veteran related activities. Alexander
Hamilton Post 448, American Legion will hold its annual fundraising dinner on
the evening of Saturday, August 26. A SF Veteran’s meeting for Monday the 8th,
and an upcoming VFW activity at the VA Hosp. Sunday, June 25 (Comm Bob De La
Cruz) were also announced.
10. Adjournment The next meeting will be on Monday, June 5, 2000. The Meeting
adjourned at 1910 hours.
