1. Call to Order and Roll Call

The meeting was called to order at 5:04 p.m. Youth Commissioners present: Brian Chu, Rachel Brodwin, and Ariel Yu. Student Advisory Council representative present: Kristen Sinclair. Staff present: Phimy Truong, Coordinator of Youth Development and Administration, and Judson Steele, Student Advisory Council Coordinator. There was quorum.

2. Approval of Agenda (Action Item)

Commissioner Yu, seconded by Commissioner Brodwin, moved to approve the agenda. The motion was approved by acclamation.

3. Approval of Minutes (Action Item)

A. October 17, 2012
Commissioner Yu, seconded by Commissioner Brodwin, moved to approve the minutes to the meeting of October 17, 2012. The motion was approved by acclamation.

4. Public Comment on Items not on Agenda (Discussion Only)

There were none.

5. Business (All Items to Follow Discussion and Possible Action)

A. Prepare for upcoming budget committee meeting regarding [BOS file no.120997] Supervisor Kim’s ordinance appropriating $3,000,000 of State Reserves for the San Francisco Unified School District for FY 2012-2013.
Ms. Truong updated committee members on the status of Supervisor Kim’s legislation. The legislation will be heard at the Board of Supervisor’s Budget and Finance Committee on Wednesday, November 14th at 11a.m. As committee members will be in high school during this time, Youth Commission’s Legislative Affairs Officer Paul Monge-Rodriguez will be at the meeting to speak in support of the legislation on behalf of the commission. The legislation is expected to go to the full Board on November 20th, 2012. Commissioner Brodwin suggested that committee members check in with their Supervisors about the legislation. Commissioner Chu also agreed to attend a Community Convener meeting regarding high school graduation requirements on November 8th, at Mission Graduates. There was no action on this item.

B. Work on first draft of achievement gap resolution

Committee members then spent the majority of the meeting time drafting a resolution about the achievement gap and identifying resolve clauses. After time to research and work on edits, members regrouped and discussed their clauses. Members agreed to continue working on the resolution on their own time, and identified November 19th, as a deadline to finish the draft. Committee members then spent some time reviewing the timeline of upcoming Youth Commission and Student Advisory Council full meeting dates, and set some possible dates to present a first reading of a resolution. There was no action taken.

C. Review S.M.A.R.T. goals

This item was tabled.

6. Items to Report to Executive Committee (Action Item)

Commissioner Brodwin, seconded by Commissioner Yu, agreed to report the following items to the Executive Committee: the Education committee has been participating in community meetings regarding the SFUSD graduation requirements, plan on reaching out to their officials to speak about the importance of funding credit recovery options, and work on a draft resolution to present. This motion was approved by acclamation. There was no public comment.
