Call To Order: 3:10 p.m.

  1. Hamilton Pool and Recreation Center—Phase 1


    Jorge Alfaro stated that the scope of work for this project included mechanical systems upgrades, ADA upgrades, reconstruction of the pool locker rooms and recreation center. Mr. Alfaro introduced Will Kwan, Project Architect, DPW BOA to present the conceptual design.

    Mr. Kwan explained that the natatorium and gymnasium will remain intact with upgrades to the major mechanical and electrical systems. The existing locker rooms and club house will be demolished and rebuilt. He stated that the new link building would consist of ADA compliant locker rooms and bathrooms, multi-purpose community room, offices and new entry reception area. Mr. Kwan commented that the new building would function more efficiently with the natatorium and gymnasium.

    Mr. Kwan stated that the southern elevation (along Geary Street) of the new building would relate to the form and character of the existing gymnasium with horizontal shading elements to mitigate solar heat gain.

    Mr. Kwan explained that the primary building materials will be cast in place concrete, slate tiles and steel.

    John Thomas, Landscape Architect, DPW BOE landscape division explained that part of the landscape plan was to remove the existing parking lot and replace it with more open space and playground.

    Commissioner Cochran opened the floor to public comment.

    Commissioner Cochran closed the floor to public comment.

    Commissioner Prior asked if the fencing in front of the south elevation would remain. Ms. Prior also asked if the stair located in the corner of the new construction near the natatorium would remain.

    Mr. Kwan stated that the fence would be removed but the stair would remain. The stair provides access to a basement level mechanical room.

    Commissioner Prior stated that she liked the architecture and was an improvement over the existing building. Ms. Prior said that she was in support of the massing and conceptual design.

    Commissioner Hunter expressed concern that the façade of the south elevation of the addition too literally similar to the natatorium elevation. Mr. Hunter also expressed concern that the north façade did not have enough architectural expression. He stated that the entry was too inconspicuous. He felt that this façade need more windows and a more prominent entry.

    Commissioner Cochran agreed with Commissioner Hunter that the North façade and entry was week. Ms. Cochran suggested glass block as an altenative building material that would afford more natural light while maintaining a monolithic appreance. She also stated that the entry needed to been more clearly expressed. Ms. Cochrna felt that the fence along Geary Street should be extendedn to provide more proection for children playing in the open space.

    Commissioner Przyblyski agreed with Commissioners Hunter and Cochran. Ms. Przyblyski stated the current north façade was not very inviting. She commented that she supported the removal of the parking lot to make more open space.


    Motion to approve Hamilton Pool and Recreation Center—Phase 1 contingent upon further review of the North and South Facades: Cochran
    Vote: Unanimously approved

  2. Mount Davidson Pump Station Project—Phase 2


    Ernesto Ramillo presented the revised color schemes for the exterior and the new plant selection for the front of the building.

    Commissioner Cochran opened the floor to public comment.

    Commissioner Cochran closed the floor to public comment.

    Mike Naugton, Miraloma Park improvement Club, spoke in favor of the color and plant selection.

    Commissioner Hunter stated that he preferred the 5/8” wire fence instead of the larger fence opening.

    Commissioner Cochran commented that the colors were fine and agreed with Commissioner Hunter regarding the fence size.


    Motion to approve Mount Davidson Pump Station Project—Phase 2: Cochran
    Vote: Unanimously approved

  3. Pipeline Repair and Readiness Project-Phase B at Sunol—Phase 1


    Ernesto Ramillo stated that the purpose of this building was to provide emergency pipe construction capabilities in the event of a major disaster. He explained that the site was located East of the Pulgas Water Temple. The proposed structure is a prefabricated steel frame building on a concrete pad with metal siding.

    Commissioner Cochran opened the floor to public comment.

    Commissioner Cochran closed the floor to public comment.

    Commissioner Prior expressed concern about the heat gain from the dark colored roof.

    Mr. Ramillo said that he would research alternatives however the darker color blends better with the surroundings and the building will not be continually occupied.


    Motion to approve Pipeline Repair and Readiness Project-Phase B at Sunol—Phase 1: Cochran
    Vote: Unanimously approved
