  1. Northpoint Wet Weather Improvement Project

    Fara Perz, Architectural Associate, DPW BOA, stated that no changes had been made to the project since the Phase 2 approval.

    Commissioner Meyer opened the floor to public comment.

    Commissioner Meyer closed the floor to public comment.


    Motion to approve Northpoint Wet Weather Improvement Project Phase 3: Freebairn-Smith
    Vote: Unanimous


  2. West Portal Branch Library Phase 1 & 2


    Marilyn Thompson, Bond Program Manager, DPW stated that the West Portal Branch Library renovation was one of 25 proposed library renovation projects funded by a bond measure.Ms. Thompson explained that a Master Plan for Public Art in the Branch Library Improvement Bond Program was developed with Jill Manton, Public Art Program Director, Arts Commission. The West Portal Branch Library is not eligible because of the small scope of the work.

    Ms. Thompson introduced Kacey Jurgens, Principal, Thomas Hacker Architects to present the design.

    Ms. Jurgens explained that the library was originally constructed in 1939 under the W.P.A program and is in very good condition. She explained that the project scope is primarily ADA upgrades that include a new accessible entry, restrooms, stair and elevator. This addition will be at the rear of the building.  The massing, color and height of the library will be unchanged. In addition, the landscape at the front of the building will be modified. A new paved courtyard will be constructed that provides better visual access of the historic architecture.

    Commissioner Meyer opened the floor to public comment.

    Commissioner Stauffacer Solomon asked if the wall framing the new entry court could be less solid and high.

    Ms. Jurgen explained that the wall was a retaining wall and therefore had to be solid. She added that the adjacent neighbors requested that the wall be as solid and high as possible for security concerns.

    Commissioner Freebairn-Smith requested that the typeface used on the façade be respectful of the architectural heritage of the building. He also stated that the addition was a very sensitive and well planned design.

    Ms. Jurgen stated that they would be matching the typeface used on the front of the building.

    Commissioner Przyblyski agreed with commissioner Freebairn-Smiths comments regarding the addition. She also stated that she was in support of altering the landscape at the front of the building to highlight the architecture as well as provide better visual access for security purposes.



    Motion to approve West Portal Branch Library Phase 1 & 2: Freebairn-Smith
    Vote: Unanimous


  3. Coffman Pool Phase 3


    Jorge Alfaro, Architect, DPW BOA stated that alterations had been made to the architectural and landscape design since the phase 2 approval.  Mr. Alfaro explained that the roof mounted solar heating units had been deleted from the project due to budget constraints.  He also stated that security roll up doors along the western elevation had also been deleted. He explained that the doors were redundant security measures that were deemed unnecessary. Mr. Alfaro introduced Grace Kwak, Landscape Architect, DPW to describe the landscape alterations.

    Ms. Kwak explained that the location of the trash enclosure had been moved to the western side of the building where it would be less visible to the public. Also per recommendation from the ADA coordinator, a new accessible path along the back of the building was added.

    Commissioner Meyer opened the floor to public comment.

    Commissioner Meyer closed the floor to public comment.

    Commissioner Freebairn-Smith asked if there were other options for heating the pool. He also stated that using solar power whenever possible should be a priority for the department.

    Mr Alfaro stated that this project was slated to be a pilot project for meeting LEED requirements. He commented that the department is committed to implementing LEED standards in future projects.
