- Community Arts Programming Spending Plan
Director of Cultural Affairs Richard Newirth presented the proposed spending plan, detailing the proposed amounts as follows. He explained that the plan’s intent is to support community arts programs by both sustaining ongoing programs and supporting new initiatives.
The plan includes $100,000 for grants for arts projects in conjunction with the Mayor’s Office of Community Development Communities of Opportunities program, and $100,000 for community arts projects prioritized by the Commission. Four grants of $25,000 each are to be awarded to organizations to work with artists to provide direct arts experiences. The plan provides $200,000 for capital improvements to the four City-owned Cultural Centers, including a full-time building and grounds superintendent. It proposes $100,000 to hire a development director at the Arts Commission, to establish a development office that can take advantage of grant opportunities to benefit all of the agency’s program activities. The plan proposes $75,000 to streamline the arts grant application process throughout the City, as well as to provide technical assistance to grantees, and to provide a cultural facilities assessment in partnership with GFTA, the Redevelopment Agency and the Hewlett Foundation. There is $250,000 for competitive grants for large-scale projects with a public outcome. This grant opportunity is to be loosely modeled on two current granting programs, the Community Challenge Grants administered by the General Services Agency, and the Creative Work Fund of the Walter and Elise Haas Fund. Finally, $175,000 is to be allocated for community-building and education, including expanded City Hall exhibits, training volunteers to assist with graffiti removal from public monuments and artworks, and a coordinated and comprehensive marketing, public information and education campaign to communicate all the new initiatives.
After thorough discussion, the Commissioners passed the motion unanimously, as follows.
Motion: Motion to approve spending plan for 2006-2007 for one million dollars added to the Arts Commission budget for community arts programming.
