Commissioner Brown called the meeting to order at 4:43

  1. WritersCorps Report
    Ms. Heller described the activities for WritersCorps' 10th anniversary including the Intersection Literary Series with Intersection for the Arts, the poem-a-month email, the publication and youth tour of City of One, the Josie Bass reprint of Lessons Along the Way, the kiosk advertising by Underground to promote the 10th anniversary in May, the youth intern program of five youth, and the addition of a training component to WritersCorps.

    For FY 04-05 WritersCorps will be applying to DCYF for a 3 year grant.

  2. Chinatown Community Arts Program Report
    Ms. Hom reported that Perspectives X3 with Kearny Street Workshop is being shown in the gallery. The show will close early due to major window repairs and renovations in the CCAP space. This years Chinese Spring Festival ran February 7-8 in collaboration with the Chinese Cultural Center. There were 15 performances over two days and was very well attended. The San Francisco Symphony chamber music performance is scheduled for February 15, 2004.

  3. Arts Education Report
    Ms. Axel reported that the Youth Arts Festival is in the planning stages (with Levi's sponsoring the event) and CSSSA applications are now available. Commissioner Walker encouraged outreach to the cultural centers so more African American youth apply.

    Ms. Axel emphasized the critical and opportune time for arts education locally and reported that she is working with Director Newirth to identify new ideas and initiatives for the future.

    Commissioner Brown made the motion:
    Motion to approve a $3,000 grant from PAF to the SFUSD's Youth Arts Festival for the 18th annual event May 8-16, 2004.
    The motion passed unanimously.

  4. Program Director Report
    Ms. Nemzoff thanked the program associates for their hard work and summarized her work with the cultural centers including revising the review process and working on the lease negotiations. Commissioners will hear reports from center directors at future meetings. The facility report will be included at the close of the Directors report. The Programs in the Community panel will meet in early March for next fiscal year grant awards.

    The motion passed unanimously.

    Ms. Daniels listed completed facilities projects over the past few years including an exterior paint job, interior asbestos abatement, and water damage removal at Bayview Opera House, Ruth Williams Memorial Theatre; darkroom ventilation, electrical upgrades, and moved water pipes at Somarts; gallery renovation and ADA compliance in the theatre at Mission Cultural Center for Latino Arts; a waterproofed wall, new floors, a fixed furnace, gallery renovation, resurfaced parking lot, and a renovated women's restroom at AAACC.

    Security is still an issue at BVOH and BVOH raised MOCD money to help with this. Director Jack Davis has raised funds to help with some of the repairs at Somarts. Ms. Breed secured city funds to help with some of the repairs at AAACC.

    Continuing facilities problems include ADA compliance, HVAC, and seismic retrofitting.

    Commissioner Johnston suggested asking the Department of the Environment or the City Administrator's Office for help. Commissioner Walker emphasized the importance of keeping the centers safe because they serve youth.

    Ms. Breed reported on other facility improvements including securing funds for elevator repair and building a recording studio. She also reported on fundraising for programs including awards from LEF for art classes and Vanguard for African American history month.

    Commissioner Brown recognized Director Davis in the audience and asked him for a report on Somarts. He reported on resident activity and said that due to the cold weather and lack of heating, Somarts has been programming more active events than sit down events. Commissioner Brown opened the floor for public comment.

    BVOH Director Shelley Bradford Bell reported that due to the reduction in the hotel tax fund allocation for the current year, she reduced program expenses at BVOH. This has led to more rentals because there are fewer classes. She is focusing on the potential Bayview Town Center development and the global arts program that will allow young people from Bayview to travel to Paris and Senegal.

    Thomas Simpson from Afro Solo spoke about his organization's two years at AAACC and the on site development he has seen since he located his company at the Center.

    Mary Rogers spoke about Ms. Breed's accomplishments at AAACC. She also emphasized the need for heat, a working board of directors, and lights in the parking lot.

    Charles McClinton discussed some on going concerns he has about the Complex.

  5. There was no old or new business. Commissioner Brown adjourned the meeting at 6:00 p.m.
