Commissioner Brown called the meeting to order at 4:38

  1. Program Director’s Report
    Ms. Nemzoff reported that a summer retreat with staff resulted in the identification of core priorities for the program, one of which is increased communication, specifically with Commissioners and the public. CAE will also be asking CAE Commissioners to address priorities for the program including facility and maintenance needs for Cultural Center buildings, the loss of programming in Chinatown, and support for possible expansion or a new initiative for Programs in the Community.

  2. WritersCorps Report
    Ms. Heller introduced the youth intern program, which includes four youth who will be leading writing workshops about peace.

    Commissioner Walker made the following motion.
    Motion for Director of Cultural Affairs to award WritersCorps youth internships to Jorge Aburto, Antonio Caceres, Luz Aburto and Thea Matthews not to exceed $10,000 from WritersCorps Earned Income, Miranda Lux Foundation and 2003-2004 Carryforward.
    The motion passed unanimously.

    Ms. Heller informed the Commissioners that Log Cabin Ranch is still in operation and we were informed in September about continued funding from the Department of Juvenile Probation. The following motion reflects this commitment.

    Commissioner Johnston made the following motion.
    Motion for Director of Cultural Affairs to modify the contract of WritersCorps Log Cabin Ranch teacher Kimberly Nelson from $19,602 to $31,722, supported by funds from the Department of Juvenile Probation.
    The motion passed unanimously.

    Ms. Heller added that the program does not plan to hire a publicist this year and the media focus this year will be on the 2005 reading series with Intersection for the Arts.

  3. Arts Education Report
    Ms. Axel informed Commissioners that the motion covered one-third of the fees for a contractor to develop the master arts education plan. Two members of AEFC and the City’s Rainy Day Funds will cover the other portion. She explained that the recommendations for the first phase should be completed June 1, 2005, with implementation in the fall.

    Commissioner Walker made the following motion.
    Motion to approve a grant for $25,000 to the San Francisco Unified School District to support the development of a City and County Master Arts Education Plan from the Youth Arts Fund.
    The motion passed unanimously.

    Ms. Nemzoff thanked Ms. Axel for her vision and for moving the process forward.

    Ms. Axel said she is helping to convene a meeting of members from the arts community with the Proposition H committee on November 29. She said she will be selecting someone for a paid internship for 15 hours per week. The Arts Education Funders’ Collaborative (“AEFC”) will be engaged in a strategic planning meeting facilitated by John Killacky to plan past June 2005. The new edition of Inside/Out is being produced with a release date in April 2005. An estimated 3,000 copies will be published.

    Commissioner Brown congratulated Ms. Axel for her hard work.

  4. Cultural Center Report
    Ms. Nemzoff explained that because there are no funds for regular facility maintenance needs at the Cultural Centers, the Department of Public Works (“DPW”), in cooperation with Arts Commission staff, is responding only to life/safety systems needs. No other needs at the Centers are being addressed.

    Commissioner Johnston requested some historical information on the relationship between the Cultural Centers, the communities and the City. Ms. Nemzoff suggested that preparation of a comprehensive report on this subject might be an appropriate project for an intern.

  5. Commissioner Brown adjourned the meeting at 5:30.
