  1. New Portola Branch Library-Phase 3


    Marilyn Thompson, Bond Program Manager, Branch Library Improvement Program (BLIP), summarized the previous reviews of the Portola Branch Library and introduced lead architect, Susannah Meek of Stoner Meek/Noll & Tam.

    Ms. Meek explained that there were few changes to the design since Phase 2 approval, and the monolithic quality of the façade had not been changed. She noted the addition of more direct south-facing windows in the design. The façade had slight elevation changes from 16 feet 8 inches in the previous design, to 16 feet 4 inches in the current design, but it maintains prominence.

    Ms. Meek also explained slight changes in the landscaping around the Library. One tree had been removed for accessibility, and some of the plant species had been changed.

    Commissioner Prior asked why a line of trees stopped along Bacon Street. Ms. Meek explained that a Muni Bus stop prohibited planting more trees.

    Commissioner Kriken stated that the design seemed tight, together, and addressed the concerns raised in previous reviews.

    Commissioner Przyblyski described the design as striking and memorable.

    Motion to approve New Portola Branch Library-Phase 3: Cochran
    Vote: Unanimously approved.


  2. Alemany Pump Station Upgrade-Phase 3


    Edmund Shum, Project Architect, DPW BOA, presented a materials board for the Alemany Pump Station and explained that the only change in the design was changing the fence color from black to green.

    Commissioner Cochran asked why the change was made. Mr. Shum explained that the Alemany Pump Station serves a reservoir not currently under review. The black fence around the reservoir had been replaced with a green chain link fence and the pump station fence color was changed to match.

    Commissioner Cochran expressed dissatisfaction that the reservoir fence project was not brought to Civic Design Review, and she asked who controlled the reservoir. Mr. Shum said that, to his knowledge, the Public Utilities Commission controlled the reservoir.

    Commissioners agreed that the black fence was preferable to the green fence.

    Commissioner Przyblyski requested that a letter be sent to the Public Utilities Commission expressing the Committee's disapproval of the change in color of the fence being made without Civic Design Review; the Commissioners agreed.

    Commissioner Prior suggested that the Civic Design Review Committee hold a meeting for the heads of the PUC, DPW, and BOA to explain that changing the design elements of public buildings requires review by the Committee.

    Motion to approve Alemany Pump Station Upgrade-Phase 3: Przyblyski
    Vote: Unanimously approved; the Committee notes its dissatisfaction with the color of the fence.


  3. New Business


    Commissioner Kriken presented and discussed his draft of guiding principles for design of civic structures to be reviewed by the other Commissioners and discussed further at a later date.
