Call To Order:3:05 p.m.

  1. Junipero Serra Clubhouse and Playground Renovation Phases 1

    Jorge Alfaro, Senior Architect, DPW BOA, explained that at the last Civic Design meeting in November, the Committee requested that the design team present more complete photo documentation of the neighborhood context surrounding the proposed project.


    Mr. Alfaro presented panoramic views of the existing architecture surrounding the proposed new clubhouse.

    Mr. Alfaro presented the modification to the design. He stated that the architectural elements related to the design character of the adjacent buildings. Mr. Alfaro introduced John Thomas, Landscape Architect, DPW BOE Landscape Division, to present the overall site design.

    Mr. Thomas explained that the design concept consisted of three major areas: a play area for young children, a play area for older children and an outdoor social space.

    Mr. Alfaro presented site section drawings that illustrated the massing relationships between the new project and existing structures.

    Commissioner Cochran opened the floor to public comment.

    Commissioner Prior expressed concern that the low concrete wall surrounding the perimeter of the park would limit access to the park by visitors coming from the building.

    Mr. Thomas explained that the low concrete wall would provide informal seating around the play area for parent observation. He stated that he would explore breaking the wall up to provide more entry options to the park.

    Commissioner Prior said that the capped roof form does not work well visually with the other roof geometry of the proposed building. She suggested that the team look at other alternatives that would look more consistent with the overall design.

    Commissioner Przyblyski stated that the design was well-presented and improved from the last meeting.

    Commissioner Kriken asked if the top of the roof could be seen from any point on the sidewalk. He also asked what roof material was being considered.

    Mr. Alfaro stated that pedestrians would be able to see the top of some of the roof forms from the sidewalk. He said that the design team was considering different materials for the roof, including an energy efficient "cool roof" system.. Mr. Alfaro stated that the material options are directly related to the slope of the roof.

    Commissioner Kriken recommended that the team carefully consider the view of the roof from the sidewalk.

    Commissioner Hunter stated that the design was much improved from the previously presented scheme and that he likes the scale of the new building.

    Commissioner Cochran agreed with Commissioner Prior that the tower roof form was visually incongruent with the rest of the building. She also recommended that the design team carefully consider the roof material. Ms. Cochran stated that if the roof slope doesn't work with the best material option that they should consider changing the roof slope.

    Commissioner Kriken recommended that the design team specify an energy efficient "cool roof" system.

    Commissioner Cochran also suggested that they consider the proportions of the lights in the entry doors
