Commissioners Present: Andrea Cochran, Beverly Prior, John Kriken

Call To Order: 3:05 p.m.

  1. CDD Vehicle. Material Storage Building at UMN-Phase 2


    Ernesto Ramilo, architect, DPW BOA, presented a revised site plan with new site photos. He explained that the new site plan was a response to comments made by the Commissioners at the last Civic Design meeting. Mr. Ramilo stated that additional landscaping was added to mask the temporary construction trailer. He also stated that there were minor modifications to the exterior of the building. A new safe dispersal area was added to the front of the building to meet ADA requirements, and one additional roll-up door was added to the eastern façade.

    Commissioner Prior asked if the safe dispersal area was required by code.

    Mr. Ramilo stated that it was required by the building code.

    Howard Fung, project manager, PUC, commented that the design presented today was shown to community stakeholders on March 15, 2007. Mr. Fung stated that a revised fact sheet showing the elevations and a rendered perspective drawing was included in the information presented to the community.

    Commissioner Cochran opened the floor to public comment.

    Commissioner Cochran closed the floor to public comment.

    Commissioner Prior asked Mr. Fung to summarize the community comments.

    Mr. Fung stated that the comments were focused more generally on all of the various PUC projects in the area. Residents generally wanted information about the type of disruptions that the construction may cause. One resident commented that he was concerned that he would be able to see the building from his house, but after the photos and drawings were sent to him, he realized that he would not be able to see the structure from his house. Mr. Fung stated that there were no design-related comments.

    Commissioner Kriken asked if this would be a prefabricated building.

    Mr. Fung stated that this project is would be pre-engineered and prefinished at an offsite location and shipped in parts to be fabricated onsite. The company selected was based on design criteria and budget.

    Mr. Ramilo presented the color scheme for the exterior of the building.

    Commissioner Cochran stated that she was satisfied with the revised information presented to the community. Ms. Cochran also said that the colors were fine.

  2. SWWPCP Building 915 Office Facility-Phase 2


    Ernesto Ramilo stated that no changes had been made to the exterior of the building since the Phase 1 approval. Mr. Ramilo presented the proposed color schemes.

    Gary Fleming, project manager, PUC, said that the expansion was necessary to accommodate increased staff levels. The new building will provide six new private offices and nineteen new workstations.

    Commissioner Cochran opened the floor to public comment.

    Commissioner Cochran closed the floor to public comment.

    Commissioner Kriken asked how sustainable design strategies were integrated into the project.

    Mr. Ramilo stated that the building featured a cool roof and operable windows.

    Commissioner Kriken recommended that the Committee discuss establishing a requirement for new construction projects to conform to the Leadership in Energy and Environmental Design (L.E.E.D.) certification requirements.

    Peter Wong, project manager, DPW BOA, stated that the City already has an ordinance in place that requires all new buildings 5,000 sq. ft. and above to incorporate green building practices.

    Commissioner Prior asked how the ordinance was monitored and enforced.

    Mr. Wong said that each department was individually responsible for monitoring and implementing the ordinance.

    Commissioner Cochran commented that the landscape plan presented was not clear. Ms. Cochran said that a separate landscape drawing should be presented as outlined in the submission guidelines. The drawing should clearly call out what is new and what currently exists, including plant names and any paving treatments.

    Commissioner Prior felt the project team should bring the design back with a complete landscape drawing as well as a more descriptive list of what green building strategies are being used.


  3. New Business


    Commissioner Kriken suggested that the Civic Design Committee open a dialogue with the department heads who implement design and construction projects. The discussion should focus on how the Civic Design Committee can partner more effectively with them to achieve the highest level of design. This discussion should also provide the Committee with more detailed information about particular agency criteria that govern the design process.

    Commissioner Prior asked why a discussion of the Civic Design Guidelines was not scheduled for this meeting since there were only two agenda items.

    Nancy Gonchar, Interim Director of Cultural Affairs, stated that the discussion about the Civic Design guidelines should include all the Civic Design Commissioners.

    Commissioner Kriken stated that he would like to see an expression of sustainable design principles outlined in the new Civic Design Guidelines.

    Commissioner Prior asked if the Committee could see a copy of the City's green ordinance to which Mr. Wong referred.

    Ms. Gonchar stated that staff would follow up on setting up meetings with the various department heads involved in building design and construction. She also said the staff would obtain a copy of the green ordinance before the next Civic Design Meeting.
