  1. Consent
    1. Motion to approve the design of murals by Susan Cervantes for panels on the fence at 100 Alemany Street (Farmers Market) funded by Neighborhood Beautification.

      Motion: Motion to adopt the consent calendar items.

  2. Gallery Report
    Gallery Director Rupert Jenkins began his report by presenting some of the artwork that will be included in the Commission 03 box collections.  He stated that box collections will be for sale at the launch event on November 7 and are priced at $450 and $850.   He added that the Commission 03 Host Committee cocktail reception was a success and raised $4,500.

    Mr. Jenkins reminded Commissioners that on Thursday, September 18 the Arts Commission Gallery opens three exhibitions in the Civic Center: at the Gallery is “Construct 3: The Third Annual Installation Award Exhibition,” at City Hall is “Aging In America: The Years Ahead,” and at View 155 is “Rhizome,” a digital projection.  The opening receptions are each two hours long and scheduled to begin at the following times:  City Hall at 5:30 PM, Gallery at 6:00 PM, and View 155 at 7:00 PM.

  3. Collections Report

    Civic Art Collection Program Director Debra Lehane reported that due to upcoming construction, the eight animal sculptures by Bufano at Valencia Gardens are being removed.  She stated that she has located a temporary site for the sculptures: the Joseph Randall Museum.  She added that the sculptures might be relocated to Valencia Gardens after the construction is complete.  

    Motion: Motion to approve the loan of eight Bufano animal sculptures removed from the Valencia Gardens to the Joseph Randall Museum for a period up to three years.

    Ms. Lehane reported that two recreation centers are currently undergoing Seismic/ADA construction work. Located at Joseph Lee Recreation Center Recreation Center is a mural by Dewey Crumpler and at Harvey Milk Recreation Center is a mural by Johanna Poethig.  Both of these murals are at risk of destruction and there are currently no funds to preserve or relocate these murals.  Ms. Lehane stated that although the murals are not part of the Civic Art Collection, she feels that the Arts Commission has a responsibility to consider these works.  Ms. Lehane feels that in general it is important to develop a system and criteria to assess whether a particular mural is culturally important and therefore worth saving.  Director of Cultural Affairs Richard Newirth stated that he has informed the Recreation and Parks Department that the Arts Commission must be notified early on about construction work that would impact any artwork on the building.  Ms. Lehane added that she would like to do a curatorial assessment of existing murals in order to have a comprehensive understanding of the quality of the murals located throughout the city.


  4. Laguna Honda Hospital
    Project Manager Susan Pontious reported on various art enrichment projects at Laguna Honda Hospital. She reminded Commissioners that at the last meeting they reviewed the revised proposal by Lewis deSoto. She presented design proposals by the following artists: Owen Smith, Takenobu Igarishi, Beliz Brother, and Terry Hoff.

    Owen Smith proposes to create a number of murals based on WPA era imagery of men working on the Golden Gate Bridge. Commissioner Stermer stated that he would like to see distinctive features from the Golden Gate Bridge in the design.

    Takenobu Igarishi proposes to create wood and terra cotta relief sculptures and a suspended powder coated steel sculpture on three resident floors. Ms. Pontious reminded Commissioners that they had previously approved the design documents and that today she is seeking approval to enter into contract with the artist.

    Beliz Brother proposes to create photographic light boxes featuring flower imagery to be located on the three resident floors. Ms. Pontious stated that Commissioners have also previously approved this design proposal and that she now needs approval to enter into contract.

    Terry Hoff works with resins and plastics and proposes to create three artworks for the resident floors. The first is an arrangement of clocks, all of which are functioning. The second features a series of chalkboards that are designed to be written on by residents. The third is a construction assemblage with interactive pieces.

    Motion: Motion to authorize the Director of Cultural Affairs to enter into an agreement with Lewis deSoto for an amount not to exceed $135,000 to design, fabricate, transport and install 16 tapestries for Laguna Honda Hospital and Rehabilitation Center.

    Motion: Motion to approve the revised design by Owen Smith for the Link Building lobby murals for Laguna Honda Hospital and Rehabilitation Center.

    Motion: Motion to authorize the Director of Cultural Affairs to enter into an agreement with Owen Smith for an amount not to exceed $310,000 to fabricate, transport and install terra cotta sculptural reliefs and glass mosaic panels on three resident floors and 3 lobby murals in the link building lobby of Laguna Honda Hospital and Rehabilitation Center.

  5. Moscone Center Expansion Project
    Public Art Program Director Jill Manton reported on the progress of the Diller + Scofidio project at Moscone Center.  At the direction of the City Attorney, Ms. Manton sent a letter to Sheedy Crane with the cost estimate from Multimedia for repair of the LED screen.  She reported that Pol-X West has had to do retrofit work on the system and they are hopeful that this will address the motion problems.  Ms. Manton added that the roof elevation varies due to drainage, which causes the armature to jostle as it moves along the track.  To address this problem Diller + Scofidio has proposed to build a level elevated track along which the screen’s arm would travel.   The estimated cost of the proposed track is $15,000 to $20,000.

  6. Minnie and Lovie Ward Recreation Center
    There was no report for the Minnie and Lovie Ward Recreation Center.

    The following motion was continued.
    Motion: Motion to approve the final design of "Heroes OMI," by Jon Rubin and Jim Goldberg, a floor-to-ceiling trophy case to be installed on the back wall of the community room at the Minnie and Lovie Ward Recreation Center.  

  7. Eureka Valley Recreation Center
    Project Manager Nina Dunbar presented the conceptual design for an artwork by Vicki Saulls for the new Eureka Valley Recreation Center.  Ms. Dunbar explained that artist’s concept has an interior and exterior component.  For the exterior on the columns at the gate entries, the artist proposes to create four 16” x 16” sculpted, cast-concrete relief tiles featuring open hands.  The theme of hands is used to convey that the building is open and welcoming to all.  For the interior in the lobby, the artist proposes to install an assemblage of relief tiles featuring cast hands of actual community members.  The artist will use a variety of hands to reflect the diversity of people that use the facility and the activities and human relationships that characterize the facility.  Ms. Dunbar reported that the artist held a demonstration of the casting technique and has begun to recruit volunteer hand models from the community.  The Commissioners stated that the hand casting is beautiful, but they recommended that the artist reconsider the layout of the tiles for the interior.  They would like to see a simplified arrangement.

    Motion: Motion to approve the conceptual design with revised interior composition to be developed by artist Vicki Saulls for artwork at the new Eureka Valley Recreation Center.

    Motion: Motion to authorize the Director of Cultural Affairs to enter into an agreement with Vicki Saulls for an amount not to exceed $42,000 to fabricate, transport and install artwork at Eureka Valley Recreation Center.
