President Gatti called the meting to order at 3:05 p.m.

  2. Approval of Minutes
    The following Resolution was Moved by President Gatti, Seconded, and unanimously Adopted:
    RESOLUTION NO. 0804-03-199: APPROVAL OF MINUTES ADOPTED
    RESOLVED, that this Commission does hereby approve the Minutes of the Regular Monthly Meeting of July 14, 2003.

    NOTE: ALL ADOPTIONS ARE UNANIMOUS UNLESS OTHERWISE NOTED.

  3. President's Report
    President Gatti welcomed new Commissioner, Anne Brauer, who will be sitting on the Performing Arts and Street Artists Committees.

  4. Director's Report
    Director of Cultural Affairs Richard Newirth reported that Commission Secretary Sally Wisnia had retired after ten and a half years at the Arts Commission. Thien Lam, formerly the Arts Education Program Assistant, is filling in as interim secretary.

    He announced that the Arts Commission gallery had a successful opening for the Murphy Fellowships Award Exhibition, as well as the Art in City Hall exhibition in partnership with the Rose Resnick LightHouse for the Blind and Visually Impaired.

    He spoke of the incredibly successful free concert in Dolores Park sponsored by the Arts Commission and the San Francisco Symphony. The concert drew a large crowd even though there was not an enormous amount of publicity. The concert will most probably take place in Dolores Park again next year although the question of moving the location around to other neighborhood parks is being discussed.

    He reported on the status of the Diller and Scofidio Moscone project. It is projected to be completed in October.

    Item #13 on the agenda was removed from the Consent Calendar.

    9. RESOLUTION NO. 0804-03-210: Motion to approve the mural design by Mona Caron at 3857 20th Street funded by the Mayor's Neighborhood Beautification Fund.

    10. RESOLUTION NO. 0804-03-211: Motion to approve the mural design by Juana Alicia Montoya at the corner of York Street and 24th Street funded by the Mayor's Neighborhood Beautification Fund and Portrero Nuevo Fund.

    11. RESOLUTION NO. 0804-03-212: Motion to approve the final design and budget of artwork by Amy Blackstone for Helen Wills Playground and authorization to the Director of Cultural Affairs to modify the artist's contract to include fabrication, transportation and installation services for the artwork, for a total contract amount not to exceed $35,000.

    12. RESOLUTION NO. 0804-03-213: Motion to approve final design by John Wehrle for the Ocean View Branch Library.

    13. RESOLUTION NO. 0804-03-214: Motion to approve preliminary design for three pre-cast concrete animal sculptures (sea turtle, hermit crab and pelican) as presented by Vicki Sauls for the Koret Children's Quarters Renovation.

Funding sources include Department of Children, Youth and Their Families, Department of Juvenile Probation, and Youth Arts Fund:

  7. Reports and Announcements
    Rod Freebairn-Smith commended the enormous amount of work by Arts Commission staff in compiling Executive Committee panel comments.

  8. Public Comment
    Ernestine Weiss gave public comment on the Yin and Yang sculpture. She opposed the placement downtown behind Justin Hermann Plaza and said it was ill-suited due to minimal foot traffic and the likeliness of it’s being graffitied.

    Ms. Weiss also contested the placement of the Lincoln brigade memorial. She was against its being placed in the park where trees would have to be ripped out. Richard Newirth pointed out that the Arts Commission was only responsible for the approval of the design of the piece, not its placement.
