Commissioners Present: Bill Meyer, Rod Freebairn Smith, Andrea Cochran, Barbara Stauffacher Solomon

Absent: Stanlee Gatti

Call To Order: 3:05

  1. West Portal ClubHouse -Phase 3

    Jorge Alfaro stated that the design of the clubhouse had not changed since the Phase 2 approval.  He explained that a small storage shed had been added at the opposite end of the site near the public entry to the park.  The shed would be used to store gardening supplies and equipment.

     

    Commissioner Meyer opened the floor to public comment.

     

    Commissioner Meyer closed the floor to public comment.

     

    Commissioner Meyer asked if ther was room inside the main building  for storing the equipment.

     

    Mr. Alfaro stated that the storage in the main building was for play equipment and that a exterior storage for gardening equipment was preferred by the client.

     

    Dan Mauer, Recreation and Park explained that the shed was located to proved the most efficient access to equipment and supplies for the gardner.

    Commissioner Cochran asked if another stucco finish that would be smoother.

     

    Mr. Alfaro replyed that the finish of the stucco specified would be smooth. He also stated that art would be incorporated into the exterior wall.

     

    Nina Dunbar, Project manager Public Art, Arts Commission stated that the final art had not been reviewed by committee yet.

     

    Commissioner Meyer stated that the storage shed looked like an outhouse and should be more integrated with the main building.

  2. Prefabricated Restrooms For Various Park Facilites-Phase 1,2 &3

    Keith Kawamura, Recreation and Park explaind that the project presented was  a prototypical design that would be installed at various Rec and Park sites that required new restroom facilities or as a replacement for dilapidated facilities.

     

    Mr. Kawamura explained that the the design would be prefabricated off site.  He stated that the structure would made of concrete masonry units with a integral color stucco finish.  A graffiti resistant coating would be applied to the stucco.  The other main building materials used would be hand painted tiles, steel doors, castiron downspots.

     

    Commissioner Meyer opened the floor to public comment.

    Commissioner Freebairn Smith asked if the architectural style should be more modern. Has the community expressed interest in a more modern design.

     

    Mr. Kawamura stated that this design was similar to other existing bathrooms facilities in the park.

     

    Commissioner Cochran echoed commissioner Freebairn Smiths questions.  She expressed concern that the presented design might not work in every context.  She suggested that the motion be limited to the sites listed today.

     

    Commissioner Staffacher- Solomon stated that she liked the design.

     

    Commissioner Meyer also stated that he like the design.


    Motion to Approve Prefabricated Restrooms for Various Park Facilities limited to sites listed. Other restrooms will be reviewed on a case by case basis.- Phase 1,2 & 3: Freebairn-Smith: Cochran

  3. Academy of Sciences- Phase 2

    Kyle Glenn, project manager, Gordon H.Chong and Partners stated that their were three specific issues raised at the last Civic Design meeting: exterior material selection, stair and ramp design, exterior lighting scheme.  Mr. Glen stated that the primary exterior materials  would be steel, glass and stone.  He presented a three dimensional study of the ramp and stair configuration. Mr. Glen stated that the exterior  lighting scheme at the front of the building would be very subtle and would not significantly impact the park setting.

     

    Commissioner Meyer opened the floor to public comment.

     

    Commissioner Meyer closed the floor to public comment.

     

    Commissioner Freebairn-Smith  asked if the exterior lighting scheme was being coordinated with the renovation of the concourse or the lighting on the De Young museum project. Would the lighting  scheme disturb the balance of light in the park overall.

     

    Doug Nelson, Project Manager, Royston Hanamoto stated that  Recreation  and Park has a lighting masterplan and that the perimeter of the concourse will use lights specified by that department.  The museum project lighting will only occur at their respective property lines.

     

    Mr. Glenn explained that the landscape was designed to stitch the building back into the park. He stated that plant species would be selected that complemented existing plant species in the park.

     

    Mr. Glenn stated that the design team would be working closely with the Public Art program to develop an Memorandum of Understanding  regarding the selection of artist for the project.

     

    Commissioner Cochran stated that the relationship of the ginko trees at the front of the museum still seemed unresolved in relation to the palm tree edge along the concourse.  She also stated that she would like to see more refinement in the path lighting scheme at the Phase 3 review.

     

    Commissioner Stauffacher Solomon stated that she like the contrast of the grid of ginko trees to the line of palm trees.

     

    Commissioner Meyer stated that he also like the contrast of the landscape design for the building in relation to the concourse.

     

    Commissioner Freebairn Smith expressed further concern about general coordination between the three projects happening in the park. He urged the team to focus on coordinating  closely with the other two design teams to ensure a well orquestrated  project.


    Motion to approve Academy of Sciences Phase 2 exclusive of signage, pathway lighting, and concrete selection  along arcade.All issues must be coordinated with the Golden Gate Park Concourse Authority and subject to Phase 3 approval: Cochran

  4. Bayview Connections- Phase 1 & 2

    Koa Pickering, project coordinator, DPW Landscape Division presented the modifications to the design from the previous Civic Design Review.  He stated that the changes were based on comments at the last meeting.

     

    Commissioner Meyer opened the floor to public comment.

     

    Commissioner Meyer closed the floor to public comment.

     

    Mr. Newirth suggested that Commissioner Gatti review the project  at the Full Commission meeting  for any final comments.

  5. Upper Noe Valley Clubhouse- Phase 1

    Jorge Alfaro, Senior Architect, DPW BOA explained that the scope of the project was replace the roof, add new doors and hardware, seismic upgrade and interior and exterior painting. Mr. Alfaro stated that general landscape upgrades included improving pedestrian circulation, repaving of playground, redesigned entry courtyard, improved planting and irrigation, improved signage.

     

    Commissioner Meyer opened the floor to public comment.

     

    Commissioner Meyer closed the floor to public comment.

     

    Commissioner Meyer asked what was the problem with the cantilever.

     

    Mr. Alfaro explained that the structure was dryrotted and needed to be replaced.

     

    Commissioner Cochran stated that more thought should be put into the planting scheme at the entryway.  She stated that the entry needed more consideration in general.

     

    Commissioner Meyer stated that the design team should look at other design options for handling the structural issues. Chopping of the ends of the cantilevers does not work visually.

     

    Commissioner Freebairn Smith agreed with commissioner  Cochran that the entry needed to be studied further.
