President JD Beltran called the meeting to order at 12:41 p.m.

  2. Public Comment
    There was no public comment.
     
  3. Director’s Report
    Mr. DeCaigny reported that the Request for Proposals for the nonprofit displacement funds authorized by the Board of Supervisors, and administered by Northern California Community Loan Fund (“NCCLF”) in partnership with Community Arts Stabilization Trust (“CAST”), has been posted on the NCCLF website, with a link from the Arts Commission’s website. He reviewed the history and purpose of the funding, intended to provide assistance to nonprofits suffering from displacement due to the rising real estate market, and emphasized that these are one-time funds to help organizations develop long-term sustainability regardless of real estate fluctuations. The Committee discussed a range of options that nonprofits might pursue with the funds.
     
    Mr. DeCaigny reported on the national Grantmakers in the Arts conference in Houston, noting that San Francisco, and specifically CAST, provided an emerging model of deed-restricted arts and culture space for other cities facing similar real estate challenges. The Committee discussed some of the challenges to keeping large and small arts organizations in San Francisco and other cities, as well as the potential of public-private partnerships with foundations. Mr. DeCaigny announced bidder’s conferences on October 29 and November 5, and the deadline for submissions, November 14. He described the panel review process and next steps.
     
    Mr. DeCaigny reported on his recent travel to China with a California arts delegation appointed by Governor Brown. He remarked that the experience highlighted the impact of state investment in the arts ecosystem. He added that he also had valuable discussions with his counterparts in the other California cities on their common challenges.
     
    Finally, he announced that staff was working on neighborhood-specific grants funded by addbacks by the Board of Supervisors through participatory budgeting.

  4. Heyday Contract Modification
    Mr. DeCaigny explained that sales of the Heyday book San Francisco: Arts for the City—Civic Art and Urban Change, 1932-2012 were much better than anticipated, and a number of vendors have sold out. The following motion allows the publisher to keep 400 copies originally slated to be purchased by the City for educational distribution, so that Heyday can sell them; the Arts Commission gets a small commission on each sale.
     
    The Committee was pleased that sales were so good and the book such a success.
     
    There was no public comment, and the motion was unanimously approved as follows.
     
    Motion to modify the contract with Heyday dated June 29, 2012, by eliminating the second book buyback of 400 copies by the City from Heyday and decreasing the total contract amount by $7,500 for a total new contract amount of $12,500.
     
  5. New Business and Announcements
    President Beltran reported that her Cinema Snowglobe project had received one of twenty New Technological Art Awards in an international competition, and had also been selected for an alternative film festival in Rotterdam. She also recently completed a residency at Stochastic Labs.
     
    Mr. DeCaigny reported that Keith Haring’s Three Dancing Figures will be temporarily installed in front of the de Young Museum during the renovation of the Moscone Center, in conjunction with the de Young’s exhibition Keith Haring: The Political Line, opening November 5.
     
    There was no further new business or announcements, and no public comment.
     
  6. Public Employee Performance Evaluation: Director of Cultural Affairs Tom DeCaigny
    President Beltran called for public comment on all matters pertaining to the closed session.
     
    There was no public comment, and the Committee voted to go into closed session, pursuant to Government Code Section 54957 and San Francisco Administrative Code Section 67.10(b), for the performance evaluation of the Director of Cultural Affairs, Tom DeCaigny.
     
    Closed Session
    The Committee met in closed session from 1:21 p.m. until 3:00 p.m. Commissioners Beltran, Schnair, Frankel and Ordeñana, and Deputy Director Rebekah Krell were present in the closed session.
     
    Open Session
    The Committee reconvened in open session at 3:00 p.m., with Commissioners Beltran, Schnair, Frankel and Ordeñana, Ms. Krell and Mr. DeCaigny in attendance. Pursuant to San Francisco Administrative Code Section 67.12(a), the Committee voted not to report any of the discussions held in closed session.
     
  7. Adjournment
    There being no further business, the meeting was adjourned at 3:01 p.m.
