President JD Beltran called the meeting to order at 12:37 p.m.

  2. Public Comment
    There was no public comment.
     
  3. President’s Report
    President Beltran announced that Leo Chow has resigned from the Commission. He has been promoted to partnership at Skidmore, Owings & Merrill, which has major contracts with the City, and this new position constitutes a conflict of interest, according to the decision of the Ethics Commission. She reported that the Mayor’s office is interviewing candidates to fill his seat.

    There was no public comment.
     

  4. Director’s Report
    Mr. DeCaigny reported that the Committee would conduct his performance review at its October meeting, with a subsequent review by the Mayor’s office. President Beltran added that because this was a personnel matter, the Committee would meet in closed session. Mr. DeCaigny briefly discussed the timeline for staff performance reviews.

    He introduced Deputy Director Rebekah Krell, who reviewed the year-end financial summary for Fiscal Year 2013-2014, and the 2014-2015 budget as finally approved by the Board of Supervisors. She explained that in the previous year, the budget was organized by program, but in coming years, to align with the Strategic Plan, the budget will be organized by “verticals.” The Committee discussed the budget reports in detail, line by line.

    Mr. DeCaigny thanked Ms. Krell and Finance Manager Kevin Quan for the work they put into developing reports with a consistent format to illuminate the Committee’s strategic discussions.

    Ms. Krell noted that the Mayor’s office would issue instructions for the 2015-2016 and 2016-2017 budget in December, with the Arts Commission’s proposal due to them in February.

  5. Moscone Expansion: Exterior Artworks Project Outline
    President Beltran recused herself from consideration of this item because she was commissioned by the developer to create the public art plan. She left the meeting room at 12:57 p.m., and Vice President Schnair chaired the meeting in her absence.

    Public Art Program Director Susan Pontious and Public Art Project Manager Marcus Davies presented this plan, which covers the preliminary budget and potential locations for public art in the Moscone expansion project. They explained that the full Commission had already approved a plan for a major light artwork and the plan before this Committee addressed the balance of the public art funds for the project.

    Mr. DeCaigny explained that this item would ordinarily be heard by the Visual Arts Committee, but because of some timing issues, it was placed on the agenda of the Executive Committee. He added that this item was a preliminary plan, and the goal was not to hash out details, but to authorize staff to move forward with planning. He also said that the plan would evolve, and that the Visual Arts Committee would review the amendments as they came up throughout the process.

    Mr. Davies reviewed the plan and presented illustrations of the site and proposed locations for artworks. He noted that, as a convention site, much of the surface would be covered with branding by the businesses using the convention center. One of the goals of the art plan was to carve out spaces for art.

    The Committee discussed the plan, including plans for artwork currently at the site; Ms. Pontious noted that the Keith Haring sculpture Three Dancing Figures would be on loan to the Fine Arts Museums for its exhibition of the artist’s work. The Committee also discussed the process of managing the budget for this multi-year project. The Committee discussed community input and concerns, and was pleased to see the emphasis on opening the center up to the neighborhood.

    There was no public comment, and the motion was unanimously approved as follows, with the recusal of President Beltran.

    Motion to approve the Moscone Expansion: Exterior Artworks Project Outline.

    President Beltran returned to the meeting room at 1:35 p.m.
     

  6. Temporary Mural at Octavia and Hayes Streets
    Mr. DeCaigny explained that the Commission has authorized him to approve temporary projects of up to seven days; this project has a longer duration of 90 days.

    Ms. Pontious presented this temporary freestanding mural project with supporting documents. She explained that the artwork was not commissioned, designed or funded by the Arts Commission, but the project requires Arts Commission approval because it will be placed on City property. Mr. DeCaigny added that the project was before this Committee instead of the Visual Arts Committee to help keep them on schedule.

    The Committee discussed the project. There was no public comment, and the motion was unanimously approved as follows.

    Motion to approve the design and temporary installation of Free Art, a 9’ x 20’ freestanding mural designed by Ricardo Richey (a.k.a. APEX) on the Proxy lot located on the southeast corner of Octavia and Hayes streets, from October 17, 2014 through January 17, 2015, pending submittal and staff approval of construction drawings and insurance documents. The mural is sponsored by Young Jenkins, LLC and funded privately.
     

  7. New Business and Announcements
    President Beltran announced that she had work in a show at the California College of the Arts’ Oliver Gallery, her Snow Globe, which won an award in Belgium.

    There was no further new business or announcements, and no public comment.
