- APPROVAL OF MINUTES
The following Resolution was Moved by Commissioner Roth, Seconded,
and unanimously Adopted:
RESOLUTION NO. 0414-03-063: APPROVAL OF MINUTES ADOPTED
RESOLVED, that this Commission does hereby approve the Minutes
of the Regular Monthly Meeting of March 3, 2003.
NOTE: ALL ADOPTIONS ARE UNANIMOUS UNLESS OTHERWISE
NOTED.
- PRESIDENT'S REPORT
Vice President Roth announced the resignation of
Commissioner Brother Elk.
- DIRECTOR'S REPORT
Director of Cultural Affairs Richard Newirth reported that
he had observed the grantmaking process in the city of
Indianapolis through his participation on that city's grant
panel.
He reported on the successful opening reception for the upcoming
event series at the African American Art and Culture Complex He
also commented on a recent Chronicle review of two one-act plays
at the Complex. The review emphasized the positive use of formerly
underutilized space by productions under good artistic control.
Future events at the Complex will include an African American
Shakespeare Company production of Othello.
Mr. Newirth announced the local book tour for the recently
published WrtiersCorps book "Paint Me Like I Am," the first of the
program's anthologies to be published by a major publisher. He
said the title was already on its second printing, that the first
5,000 copies had already sold out, and that the book was number 45
on the national best sellers list for poetry.
He reported on the recent lighting ceremony and reception at
Ferragamo for the new R.M. Fischer sculptures in Union Square. He
said that it was the first of several Sculpture in the City
events, planned to dedicate new works that have been, or will be,
installed at various sites in San Francisco. The next event will
be at the zoo the morning of May 8 to dedicate the new "Split
Mound" installation by Barbara McCarren and Jud Fine and Gwynn
Murrill's sculptures of a tiger and a cougar.
He announced that the forthcoming repair of the Ghandi statue in
front of the Ferry Building had been the subject of a recent
Chronicle Watch item. Debra Lehane said that the Commission had
initiated repair of the work before the Chronicle had contacted
the Commission about the problem.
Mr. Newirth reported on plans to relocate the Anza and King Carlos
III statues on a still to be determined site on Recreation and
Park department property. The statues have now been in storage for
five years.

RESOLUTION NO. 0414-03-064:: ADOPTED UNANIMOUS
Approval: RESOLVED, that this Commission does hereby adopt

Design minutes. In the fourth item, the motion to approve the
Hayes Green, Phase II, the word "minimum" was changed to
"maximum."

Recommendations (03/11/03)
- RESOLUTION NO. 0414-03-070: Motion for the
Director of Cultural Affairs to enter into contract with
Courtney Utt not to exceed $6,500 for the design of the
WritersCorps 2003 anthology project from Youth Arts
Fund.
- RESOLUTION NO. 0414-03-071: Motion to approve CAE
to begin a two year process of review for the cultural
center program funding.

- RESOLUTION NO. 0414-03-072 Motion to approve
Moscone Convention Center Roof Photovoltaic Program Phase
3.
- RESOLUTION NO. 0414-03-073: Motion to approve
Octavia Boulevard Improvement Project Phase 3 contingent
upon review of plant selection by commissioner
Cochran.
In a correction of the following item, the word
"minimum" was changed to "maximum."
- RESOLUTION NO. 0414-03-074: Motion to approve
Hayes Green Phase 2 contingent upon review of plant
selection by commissioner Cochran and relocation of proposed
trees and vertical elements to the eastern and western edges
of the site, maximum of 2' from pedestrian walkways.
Visual Arts Committee Recommendations (03/19/03)
- RESOLUTION NO. 0414-03-075: Motion to authorize
the Civic Art Collection Program Director as agent to
conduct negotiations, execute and submit all documents for
grants from the State of California Department of Parks and
Recreations for restoration of the Portals of the Past
Monument in Golden Gate Park.
- RESOLUTION NO. 0414-03-076: Motion to approve
Boom Town, six designs by artist Kara Maria, for the Art on
Market Street Kiosk Poster Series 2003, to be installed in
24 kiosks along Market Street, from May 16 to August 14,
2003.
- RESOLUTION NO. 0414-03-077: Motion to approve the
mural design by Susan Cervantes at 100 Alemany Street
(Farmers Market) funded by Neighborhood Beautification.
- RESOLUTION NO. 0414-03-078: Motion to approve the
mural design by Khalil Bendib, Said Nuseibeh, and Fayeq
Oweis, Ph.D. at 20 Jones Street funded by Neighborhood
Beautification.
- RESOLUTION NO. 0414-03-079: Motion to approve the
mural design by Josef Norris on the side of the Performing
Arts Garage at the corner of Fulton and Gough Streets funded
by The San Francisco Arts Commission Cultural Equity Grants
Program.
- RESOLUTION NO. 0414-03-080: Motion to approve
tactile signage/mural for the Wawona Club House done by
sight impaired and deaf youth.

design of the Peace Wall project for Koshland Park.

preliminary proposal for two sculptures with possible change
to the jeweled ceramic insets by artist Scott Donahue to be
installed in the landscaping for the renovated Richmond
Branch Library.
- RESOLUTION NO. 0414-03-083: Motion to authorize
the Director of Cultural Affairs to enter into contract in
an amount not to exceed $36,000 with Scott Donahue for
design development, fabrication and installation of two
sculptures for the Richmond Branch Library.

final mosaic tile artworks by Isis Rodriguez to be installed
on retaining walls at the 23rd and Treat Park and

Commissioner Stermer pointed out that the motion was to
approve a mural process rather than a design.
- RESOLUTION NO. 0414-03-091: Motion to approve the
mural design by The Bayview Opera House's 2003 Children's
Mural Program at the Public Utility Commission's Water
Treatment Storage Tanks at the corner of Evans and Phelps,
funded by Neighborhood Beautification.

street artist Mario Hernandez to store and deliver lottery

In response to a Commissioner question, Mr. Newirth said
that the only budget update was that projections for the
Hotel Tax Fund have been revised downward.
- RESOLUTION NO. 0414-03-095: Motion to review and
approve 8 grants totaling $133,648 in the 02-03 cycle of the
Creative Space Category to San Francisco Mime Troupe,
Precita Eyes Muralists Association, Museum of Craft and Folk
Art, Thick Description, Project Artaud, 42 Street Moon,
National Japanese American Historical Society and Southern
Exposure.

Comments
- Community Arts & Education --Denise Roth, Chair
- Report from Chair of Community Arts &
Education Committee regarding activities of the Committee
and the Program.
In reference to the following item, it was explained that
the additional $5,000 had come from the Department of
Children, Youth, and Families in support of the publication
of the arts education directory "Inside/Out."
- RESOLUTION NO. 0414-03-096: Motion to amend a San
Francisco Arts Commission grant from $10,000 to $15,000 for
the Arts Education Funders Collaborative for FY 2002/2003.
The additional $5,000 is from PAR 525.
- Reports and Announcements
Commissioner Stermer commented on the excellence of the
current graduate show at CCAC. He said that the exhibition of fine
arts paintings and sculptures had been improved by the inclusion
of other features, such as criticism and a weekend poetry
slam.
Commissioner Meyer commented on the high quality of the Mark di
Suvero installation and the integration of the work into its
Embarcadero surroundings at South Beach Park.
Commissioner Freebairn-Smith reported that he had received
complaints from concerned citizens regarding the installation of a
chain link fence around the lagoon at the Palace of Fine Arts.
Nancy Gonchar explained that the fence had been put up by DPW,
which was doing repairs in the area for the Recreation and Park
Department.
Commissioner Freebairn-Smith said that he had also received
complaints about the recent installation of a chain link fence
around the fountain at UN Plaza.
Mr. Newirth said that if formal complaints were forwarded to him,
he would refer them to the appropriate city entities.
