MINUTES

Due to lack of a quorum, the meeting was continued and commenced at 4 p.m. with the arrival of President Beltran.

2. Consent Calendar

3. SFAC Galleries
Meg Shiffler
Action

Galleries Manager Aimee LeDuc presented on behalf of Galleries Director Meg Shiffler. She presented images by the Bay Area artist Cybele Lyle. Ms. Lyle’s work often consists of an installation where architectural walls with varying visual planes are constructed, onto which she projects still or moving photographic images. Ms. Lyle will develop an exhibit for the SFAC Galleries Window Site January 24, 2014 through April 12, 2014.

Commissioner Chew stated the façade of the SFAC Galleries Window Site at Grove Street is in disrepair and that the Commission should consider cleaning and restoring it.

Director Tom DeCaigny announced it would be Aimee LeDuc’s last week with the Commission. He thanked Ms. LeDuc for her service and congratulated her on her new position as the Executive Director of the Berkeley Art Center.

Commissioner Sklar called for public comment. There was no public comment.

Motion: Motion to approve an honorarium in the amount of $2,000, for the artist Cybele Lyle to research and develop a new installation at the SFAC Galleries’ Window Site slated to open January 24, 2014.

4. Central Subway

A. Union Square Market Street Station Platform
Jennifer Lovvorn, Jim Campbell
Action

Senior Project Manager Jennifer Lovvorn presented the revised Design Development Phase deliverables, which included the renderings and maintenance plan for the artwork for Union Square Market Street Station platform level. The artist team of Jim Campbell and Werner Klotz revised their design in response to the Committee’s previous recommendations. Ms. Lovvorn stated that Staff and the San Francisco Municipal Transportation Agency (“SFMTA”) also reviewed and approved the design changes and did not express any concerns.

President Beltran stated that she is happy with the design revisions. She reminded the Committee that the artwork is comprised of mirror polished metal discs which will reflect the movements of passing trains and transit users.

Motion: Motion to approve the revised Design Development phase deliverables (artwork renderings and maintenance plan) by Jim Campbell and Werner Klotz for the platform level artwork for Central Subway: Union Square Market Street Station.

B. Chinatown Station Construction Barricade Temporary Art Project

Action

Ms. Lovvorn presented images of the final designs by Kota Ezawa for the Central Subway Chinatown Station Construction Barricade. The artwork will be installed in January 2014 on overhead barriers as shown in the visual mock-up. The design is composed of a variety of depictions of horizontally formatted landscapes referencing various artists’ projects, geographic locations, historic and contemporary events.

President Beltran stated that she really likes the design and the iconic graphic style of Mr. Ezawa’s work. She urged the Committee members to view his current projects for the Yerba Buena Center for the Arts and the Workshop Residence. Ms. Lovvorn concluded by stating that the final design was favorably received by staff at the Chinatown Community Development Center.

Motion: Motion to approve the Final Design Phase deliverables (rendering) by Kota Ezawa for the Central Subway Chinatown Station Construction Barricade along Stockton Street to be on display for one year beginning in late 2013 or early 2014 (exact date to be determined).

5. Boeddeker Park
Justine Topfer; Alejandra Chiesa, Trust for Public Land; and Jacob Gilchrist, Recreation and Parks Department
Action

Project Manager Justine Topfer introduced Alejandra Chiesa and Trudy Garber from the Trust for Public Land. Ms. Chiesa presented a design substitution for an element in the children’s play area being built in the redevelopment of Boeddeker Park. She stated the original design called for a pre-fabricated steel egg-like sculpture to be placed in the nest-like depression of that area. However, concerns had developed that the steel sculptures would conduct too much heat and children might burn their legs on the metal. The team would like to substitute their original selection with a similarly shaped artwork by the artist Laurel True. Ms. True will develop a rounded mosaic sculpture, much like she has done in previous projects for Recreation and Parks Department (“RPD”) and the Arts Commission, such as Lily Pod, 2011 in Hayes Valley.

Ms. Chiesa also clarified this portion of the project budget will not come from Art Enrichment Ordinance funds. RPD will be responsible for the future maintenance of the artwork. Program Director Susan Pontious reminded the Committee that this design request was coming before them for approval, as mandated by the City Charter, due the placement of the sculpture on public property.

Motion: Motion to approve The Trust for Public Land’s installation of a mosaic artwork by Laurel True in Boeddeker Park, contingent on an agreement with the Recreation and Parks Department accepting responsibility for the maintenance of this artwork.

6. Patricia’s Green Temporary Art Installation

Motion: Motion to approve the proposed project outline for a temporary art installation at Patricia’s Green from mid-May, 2014 through mid-November 2014.

7. General Hospital Acute Care Building: Emergency Department Entrance
Zoë Taleporos
Action

Program Associate Zoe Taleporos presented the artwork proposal by Jetro Martinez for the General Hospital Acute Care Building: Emergency Department Entrance as recommended by the Artist Selection Panel. She informed the panel that the artwork location changed due to the relocation of the reception desk. The artwork’s new location will be a more prominent curved wall at the Emergency Department entrance. Mr. Martinez’s proposal is a large and colorful horizontal composition consisting of flora and fauna. Its imagery is stylistically fashioned after traditional Mexican Amate bark paintings with inspiration drawn from textile designs from other various cultures. Ms. Taleporos stated the artwork’s media had not been selected yet. The artist will select his materials as part of the design process. The artist wants to explore printing on aluminum.

8. Art on Market Street Kiosk Poster Series: Lordy Rodriguez

Action

Ms. Topfer presented Lordy Rodriguez’s six final designs for his Art on Market Street Kiosk Poster Series slated for January through March 2014. He created maps of six different neighborhoods that flank Market Street, changing the neighborhoods into fictitious new countries. His process included photographing the neighborhoods; the local businesses, architecture and cultural icons. In the maps, business names and cultural icons represent various cities. He has also re-appropriated the colors and patterns of the neighborhoods to represent different states.

The Committee expressed their pleasure and approval of the imagery.

9. Alameda Creek Watershed Center

Action

Project Manager Mary Chou presented the updated project outline and images for two artwork opportunities at the Alameda Creek Watershed Center located in Sunol, where the Public Utilities Commission is building an educational center. One possibility is an artwork treatment at the entry plaza to the Center and the second possibility is for sculptural elements in the landscape around the center. The center will look onto the existing Sunol Valley Water Temple.

Ms. Chou stated the Art Enrichment budget had recently increased to $775,000 (up from $600,000), which will provide $500,000 for the artwork budgets. The project has an accelerated timeline and a Request for Qualifications will be posted in December, 2013. The artist selection panel is planned for February, 2013 and final art selection and approval is slated for May, 2014.

Ms. Chou commented that the Sunol community is excited about the project. She and Ms. Pontious presented to a community meeting on November 1, 2013 and received a positive response.

President Beltran noted the conservation budget allocation totaled $38,750. Ms. Pontious stated it was the 5% of the project budget as allowed by the current Art Enrichment Ordinance. 

Commissioner Sklar asked if there would also be a community panel serving for approval of the artworks. Ms. Pontious clarified that all approvals will go through the Commission and that a community representative may be asked to sit on the artist selection panel.

Discussion 

Director Tom DeCaigny announced the dedication of the recently restored Brotherhood of Man, by Anthony Stellon in Franklin Park on Saturday, November 23 at 10 a.m. The widows of the former Mayor Alioto and the artist will be in attendance.

President Beltran announced, pursuant to the strategic planning process, that both of the Town Hall meeting dates and the agency survey had been emailed and posted on the Commission’s website. Director DeCaigny will make a presentation at the Town Hall meeting and the community will be invited to comment. Real-time technology will be used to help facilitate and immediately poll the responses at the meeting
