Committee Chair Cass Calder Smith called the meeting to order at 2:05 p.m.

  3. Consent Calendar
    There was no public comment, and the Consent Calendar was approved unanimously as follows.
     
    1. Motion to approve Phase 3 of the Golden Gate Recycled Water Pump Station & Reservoir.
       
  4. Noe Valley Town Square: Phases 1 and 2

    The design team presented the project, and the Committee discussed it.
     
    There was no public comment, and the motion was unanimously approved as follows.
     
    Motion to approve Phases 1 and 2 of the Noe Valley Town Square project.
     
  5. Public Utilities Commission General Services Administration (“SFPUC/GSA”) Central Shops Relocation: Conceptual/Informational Presentation Phase 1

    The design team presented the project, and the Committee discussed it. There was no public comment, and there was no motion.
     
  6. Geneva Car Barn and Powerhouse: Phases 1 and 2

    The design team presented the project, including the site, the project goals and community involvement.
     
    The Committee praised the project overall.
     
    There was no public comment, and the motion was unanimously approved as follows.
     
    Motion to approve Phases 1 and 2 of the Geneva Car Barn and Powerhouse project.
     
  7. Airport Building #624: Phase 1
    Farrah Young, Project Manager, San Francisco Airport
    Joyce Chow, Architect, Joseph Chow and Associates, Inc.

    The design team presented the project, including changes made in response to the Committee's prior comments.
     
    The Committee discussed the project and made several comments.
     
    There was no public comment, and the motion was unanimously approved as follows.
     
    Motion to approve Phase 1 of the Airport Building #624 project, contingent upon: (1) simplifying the design so that the sill of the clerestory is a level line aligned at the lowest point; (2) making the panelization uniform instead of varied; (3) simplifying the area of the building number on the landside by eliminating the clerestories there and making the numbers visually distinct from the background; (4) eliminating redwoods from the landscape plan; (5) ensuring that all trees are placed far enough from buildings to allow sufficient canopy space, and eliminating any trees that are too close to the building..
     
  8. San Francisco Airport (“SFO”) Firehouse #3 and South Field Checkpoint Relocation: Phase 2

    The design team presented the project, and the Committee discussed it.
     
    There was no public comment, and the motion was unanimously approved as follows.
     
    Motion to approve Phase 2 of the SFO Firehouse #3 and South Field Checkpoint Relocation project, contingent upon submitting the design of the entry for informal review prior to Phase 3 review.
     
  9. Treasure Island /Yerba Buena Island Streetscape Master Plan: Phases 1 and 2

    Kevin Conger, Landscape Architect, CMG Landscape Architecture
     
    Commissioner Ordeñana recused himself from discussion of this and the following item, because the project developer, Lennar, is a funder of his employer, the San Francisco Lesbian Gay Bisexual Transgender Center, and he left the meeting room.
     
    The design team presented the plan, and the Committee discussed it.
     
    There was no public comment, and the motion was unanimously approved as follows, with the recusal of Commissioner Ordeñana.
     
    Motion to approve Phases 1 and 2 of the Treasure Island/Yerba Buena Island Streetscape Master Plan project.
     
  10. Yerba Buena Island Water Tanks: Phases 1 and 2
    Bob Beck, TIDA Project Manager, Treasure Island Development Authority
    Julian Pancoast, TICD Project Manager, Lennar
    Kevin Conger, Landscape Architect, CMG Landscape Architect
     
    The design team presented the project, discussing the site and the landscape, and the Committee discussed it, recommending changes in the landscape design.
     
    There was no public comment, and the motion was unanimously approved as follows, with the recusal of Commissioner Ordeñana.
     
    Motion to approve Phases 1 and 2 of the Yerba Buena Island Water Tanks project, contingent upon increasing the planting to screen the fence.
     
     
    The Committee took a brief recess, reconvening after about ten minutes. Commissioner Ordeñana returned to the room after the recess.
     
  11. South Park Playground: Phases 1, 2 and 3
    Mary Hobson, Project Manager, Recreation and Park Department
    David Fletcher, Project Designer, Fletcher Studio
    Cory Hallam, Landscape Architect, Fletcher Studio
     
    The design team presented the playground. As the Committee discussed it, they learned that the entire park was being redesigned, not just the playground. The Committee generally liked the park, but expressed strong concern that such a significant redesign of a park had not come to the Committee for a full review, and requested staff to confer with the City Attorney's office to clarify the appropriate procedures.
     
    There was no public comment, and the motion was unanimously approved as follows.
     
    Motion to approve Phases 1, 2 and 3 of the South Park Playground project.
     
  12. Balboa Park Pool: Phase 3
    Toks Ajike, Project Manager, Recreation and Park Department
    Byron Kuth, Project Architect, ELS/Kuth Ranieri JV
     
    The design team presented the project and changes made in response to the Committee's prior comments.
     
    The Committee discussed the project and requested further clarification on several items and final drawings.
     
    There was no public comment, and there was no motion.
     
  13. 1500 Mission Street: Phase 1
    Mark Schwettmann, Project Architect, Skidmore Owings and Merrill
     
    The design team presented the project, and the Committee discussed it.
     
    There was no public comment, and the motion was approved as follows.
     
    Motion to approve Phase 1 of the 1500 Mission Street project.
     
  14. Change of Location for Committee Meetings
    Staff explained that each Committee was voting to formally move its regular meeting place to the Arts Commission's new address at 401 Van Ness Avenue.
     
    There was no public comment, and the motion was approved as follows.
     
    Motion: Resolved that, pursuant to Administrative Code Section 67.6(a), the Civic Design Review Committee hereby confirms that, effective October 1, 2015, its regular meetings shall occur at 3:00 p.m. on the third Monday of each month at 401 Van Ness Avenue, in Room 125.
     
  15. Visual Arts Committee Update
    Commissioner Keehn made no report, and said that she would report at the Committee's next meeting.
     
    There was no public comment.
     
  16. New Business and Announcements
    Ms. Manton asked whether the Committee wanted to change its December meeting date to accommodate holidays. The Committee discussed the idea, and agreed to change its meeting to the second Monday, December 14. There was no further new business or announcements, and no public comment.
     
  17. Adjournment
    There being no further business, the meeting was adjourned at 4:04 p.m.
