Vice President Shiota called the meeting to order at 12:38 p.m.

    Vice President Shiota shared virtual meeting instructions.

    Commission Secretary Ventre announced public comment instructions.

    Vice President Shiota began the meeting reading the Arts Commission’s land acknowledgement statement.

  3. Director’s Report
    (7:25)

    Director Remington announced the appointment of Mary Chou as the new Director of Public Art. Deputy Director Joanne Lee added that she and the public art staff are thrilled. She noted that Ms. Pontious will serve in her Prop F capacity until the end of February. Director Remington noted that nine staff have been promoted or hired during his tenure and all but one staff person has been BIPOC.


    Director Remington reported that the Monuments and Memorials Committee met for their first meeting. He said they will examine the policies and practices regard evaluation of future public monuments. He added that General Manager Phil Ginsburg and Director Sheryl Davis are his committee co-chairs.

    Director Remington announced that the annual convening is scheduled for Tuesday, February 15 at 4:30p.m. He invited all to join to honor Artistic Legacy Awardees from 2020 and 2021, Joanna Haigood and Anne Bluethenthal. He added the event will also celebrate artist Ron Saunders as an Arts Commission EGOT.

    Director Remington shared that he participated in a panel for SPUR where he spoke about the Art Commission’s work. He thanked Commissioner Woolford for setting up this opportunity.

    Director Remington added that he was asked to participate on the transition board for the World Cities Culture Forum. He said he was also invited to be on the board of Race Forward.

    Commission Secretary Ventre recognized and congratulated Director Remington on his official work anniversary.

  4. Arts Commission FY 2022-2023 and 2023-2024 Draft Budget

    Deputy Director of Finance and Administration Rally Catapang gave a budget presentation.

    President Ordeñana joined the meeting at 12:57 p.m.

    Mr. Catapang provided an overview of the budget process and City timeline. He noted that this is the first meeting to provide an opportunity for public input. He gave a brief overview of the Mayor’s budget instructions and the City's budget environment. He noted that there were no cuts this year. He added that this year’s priorities included restoring vibrancy, economic recovery and equity.

    Mr. Catapang presented the proposed program budget for the coming two fiscal years and reviewed the budget revenues, hotel tax revenues, budget expenditures and the capital budget which included cultural center and collections allocations.

    Mr. Catapang reviewed the agency’s budget priorities which include HR, IT and equity needs. He explained that these priorities include filling all vacant positions, investing in staff training, implementing a new grants management system, improving data collection, focusing on first time applicants and reviewing compensation for artists and panelists.

    Commissioners and staff discussed a variety of issues including cultural center funding, support for shipyard artists, the non-profit sustainability initiative, hotel tax funding backfill and the importance of the HR priorities in order to ensure the agency’s grantees and stakeholders receive funding in a timely manner.

    Commissioner Shiota, seconded by Commissioner Beltran moved to approve proposed Fiscal Year 2022-2023 and 2023-2024 Arts Commission budget.

    The motion unanimously carried by the following vote:
    Ayes: Ordeñana, Shiota, Beltran, Collins, Walker.

     
  5. Public Art Trust Allocation
    (41:45)

    Director of Public Art Trust and Special Initiatives Jill Manton shared background information regarding this item. She presented details regarding the Minna Natoma Art Corridor. She confirmed this artwork would not be part of the Civic Art Collection but that the Yerba Buena Community Benefit District offered to maintain the functional street furniture elements as well as the paving.

    Commissioners congratulated Ms. Manton on the success of the public art trust.

    Ms. Manton confirmed that community stakeholders were engaged in the project and are in support of the project. She also described the funding contributions for the project.

    Commissioner Walker, seconded by Commissioner Beltran moved to approve an allocation of $300,000 from the Public Art Trust to contribute to the implementation of sculptural street furniture for the Minna Natoma Art Corridor, which is a voluntary initiative funded in large part by Public Works, that integrates the work of artists into the street infrastructure with artist designed paving and sculptural street furniture on Minna and Natoma Streets between Transbay and Third Street along Minna and between Transbay and SFMOMA along Natoma. This project is located within the SOMA Pilipinas Cultural Corridor.

  6. Racial Equity Update 
    (1:00:24)

    Senior Racial Equity & Policy Analyst Sandra Panopio provided updates of the agency’s racial equity work. She described the agency’s 2021 accomplishments and 2022 priorities which she also shared at the January 2022 full Commission meeting.

    Ms. Panopio asked for commission input regarding racial equity topics the commission should focus on within the next year particularly in their own communities.

    Commissioners asked about the role of racial equity at the annual convening. They also discussed the Artist Power Center project and suggested a presentation at a future meeting.

  7. New Business and Announcements

    President Ordeñana said he is working with Commission Secretary Ventre and Director Remington on the Director of Cultural Affairs annual evaluation process. He reminded commissioners that the Executive Committee will be engaged in a closed session to discuss the Director's performance.

    He also congratulated Director Remington on his one-year work anniversary.
