- Director’s Report
Mr. DeCaigny reported on the recent opening of an exhibition of Robert Minervini’s original paintings from his Market Street poster series based on the Civic Art Collection. Mr. DeCaigny thanked the Recreation and Parks Department, which is hosting the exhibition at McLaren Lodge, and ArtCare, which sponsored the opening reception.
Mr. DeCaigny reported that the Board of Supervisors’ Budget and Finance Committee held its final hearing on the Arts Commission’s budget earlier in the day. Deputy Director Rebekah Krell reported that their first hearing was on June 18, and that the Board was finalizing addbacks this week, and would vote on the final budget in July. She said that she would present the final budget to the full Commission in July. Mr. DeCaigny reviewed the budget enhancements approved by the Board’s Budget and Finance Committee, including a historic increase of $1 million to support Cultural Equity grantmaking, and capital allocations for the Cultural Centers and the Civic Art Collection.

- Public Art Trust Project: Bill Graham Civic Auditorium
Mr. DeCaigny explained that this project would normally be presented to the Visual Arts Committee, but that Committee did not have a quorum this month, and committee approval was needed to keep the project on schedule.
At the request of Mr. DeCaigny, Public Art Trust and Special Projects Director Jill Manton presented this first project for the Public Art Trust, to be installed on the west façade of the Bill Graham Civic Auditorium. She explained that the building was a landmark, and that the Historic Preservation Commission was represented on the artwork selection panel and would have to approve a Certificate of Compliance for the final artwork. Ms. Manton described the panel review process, and how the artist was chosen from 165 applicants. She discussed his international reputation and showed samples of his work, and described how the artwork would be integrated in a respectful way with the historic building. Ms. Manton added that Public Art Program Project Manager Mary Chou would manage the project.
The Committee discussed the project, including the budget and timeline, as well as clarifying the site of the project.
There was no public comment, and the motion was unanimously approved as follows.
Motion to authorize the Director of Cultural Affairs to enter into an agreement with Joseph Kosuth for the development of a preliminary design proposal for the Bill Graham Civic Auditorium Public Art Trust project in an amount not to exceed $25,000.
- San Francisco Airport Artwork, Terminal 3: Louisiana Bendolph
Mr. DeCaigny explained that this project too would normally be submitted to the Visual Arts Committee, which had no quorum in June, but the project was before the Executive Committee to allow it to proceed on schedule.
Public Art Program Project Manager Justine Topfer presented the project, describing the site and the artist, Gee’s Bend quilter Louisiana Bendolph. Ms. Topfer explained how the artist’s quilt design was rendered in a print, and for this project, would be rendered in ceramic tile. She showed a print and tile samples. She explained that the Visual Arts Committee had approved the selection process and the preliminary design, and that Visual Arts Committee Chair Dorka Keehn had seen and approved the final design and the samples. Ms. Topfer explained that the approval she was seeking from the Executive Committee would allow for fabrication to proceed on schedule.
The Committee discussed the difference in line and edge quality between the print and the tile, and confirmed that the artist had approved the tile samples.
There was no public comment, and the motion was unanimously approved as follows.
Motion to approve the Final Design Phase deliverables by Louisiana Bendolph for the San Francisco International Airport: Terminal 3.
- New Business and Announcements
Mr. DeCaigny reminded the Committee that it had planned to review the bylaws, and explained that Deputy City Attorney Susan Dawson would come to this Committee for an in-depth review in the fall, with a recommendation that the full Commission adopt the revised bylaws. He noted that the Arts Commission’s upcoming move would necessitate revision to update its address, and this was a good opportunity for a thorough review.
The Committee discussed the nominations process, and Mr. DeCaigny confirmed that because the current bylaws call for the President to appoint the Nominating Committee no later than October, she is free to appoint them somewhat earlier to allow more time for their work.
