Draft Minutes 

President Ordeñana called the meeting to order at 12:45 p.m.

1. Roll Call
   
   Commissioners Present

   President Ordeñana announced virtual meeting instructions.
   
   Commission Secretary Alyssa Ventre announced public comment instructions.
   
    
2. General Public Comment
   
   There was no public comment.
   
    
3. Director’s Report
   
   Acting Director Bradley-Tyson reported that she presented at the Library Commission on November 19 to give an update on the Maya Angelou project. She gave an update on the grant deadlines and panelist application deadlines coming up. She also reported on the Mayor’s We Will Recover Campaign and how the Arts Commission plans to support and participate in this campaign. Finally, she gave a brief update on the Director of Cultural Affairs with President Ordenana.
   
   Commissioners expressed gratitude for Acting Director Bradley-Tyson and thanked her for her continued work.
   
   Commissioner Stryker joined the meeting at 1 p.m.

4. Arts Impact Endowment
   
   Deputy Director Joanne Lee presented the three Arts Impact Endowment items.
   
   Commissioners thanked Deputy Director Lee for how quickly these were grants were developed. Commissioners asked about the grant timeline, the selection process and regranting program details such as how the funds would be distributed and reporting mechanisms.
   
   The following motions were moved by Commissioner Beltran and seconded by Commissioner Collins.
   
   ​Motion to approve the recommendation to award the Arts Hub grant to Yerba Buena Center for the Arts and to authorize the Director of Cultural Affairs to enter into a grant agreement not to exceed $250,000 at this time. 
   
   Motion to approve the recommendation to award the Universal Basic Income grant to Yerba Buena Center for the Arts and to authorize the Director of Cultural Affairs to enter into a grant agreement not to exceed $870,000 at this time. 
   
   Motion to approve the recommendation to award the Re-Opening Safely grant to Community Vision Capital & Consulting and to authorize the Director of Cultural Affairs to enter into a grant agreement not to exceed $800,000 at this time. 
   
   There was no public comment.
   
   The motion unanimously carried by the following vote:

5. The Sankofa Initiative
   
   Senior Program Officer Jaren Bonillo presented the Sankofa Initiative item.
   
   Commissioners asked for more details about the Sankofa Initiative including application information, the selection panel process, the main purpose of the grant, the activities that the grant will support and the measureable outcome.
   
   President Ordeñana asked Deputy Director Lee to provide additional context. She explained how this work complements other citywide initiatives.
   
   Ms. Bonillo clarified the outcome measures related to the initiative.
   
   President Ordeñana asked the staff to create a reporting cadence for new initiatives and provide a status report. Deputy Director Lee confirmed that she would provide a status report at the February Community Investments meeting.
   
   The following motion was moved by Commissioner Walker and seconded by Commissioner Beltran.
   
   Motion to approve the recommendation to award the Sankofa Initiative Professional Development and Wellness grant to Boys & Girls Clubs of San Francisco and to authorize the Director of Cultural Affairs to enter into a grant agreement not to exceed $225,000 at this time.
   
   There was no public comment.
   
   The motion unanimously carried by the following vote:
   Ayes: Ordeñana, Stryker, Beltran, Collins, Walker.
   
    
6. Special Project Grants
   
   President Ordenana noted that he needed to recuse himself from sub items 10, 11, 15, 18, 23. He explained that these organizations all rent space from his employer, SF LGBT Center.
   
   President Ordeñana left the meeting at 1:48 p.m.
   
   Vice President Stryker presented sub items 10, 11, 15, 18 and 23 with the motion to approve recommendations to award the Special Project Grants, funded by District Supervisor Add-Backs to the following organizations and to authorize the Director of Cultural Affairs to enter into grant agreements with each organization for amounts not to exceed the following at this time:
   
   Commissioner Walker, seconded by Commissioner Beltran moved to approve the special project grant items (item 10, 11, 15, 18, 23) as presented.
   
   10. District 8 – Fresh Meat Productions, $21,250 to support the Trans Dance Festival.
   
   11. District 9 – Fresh Meat Productions, $25,000 to support transgender dance programming.
   
   15. Citywide – San Francisco Trans March (Fiscal Sponsor: QCC-The Center for Lesbian Gay Bisexual Transgender Art & Culture), $25,500 to support an LGBT historical event.
   
   18. Citywide – QCC-The Center for Lesbian Gay Bisexual Transgender Art & Culture, $34,000 to support capacity building.
   
   23. Citywide – Bay Area American Indian Two-Spirits (Fiscal Sponsor: QCC-The Center for Lesbian Gay Bisexual Transgender Art & Culture), $12,000 to support Native American cultural activities.
   
   There was no public comment.
   
   The motion carried unanimously by the following vote:

   Vice President Stryker called for a motion on the remaining special project grant items to approve recommendations to award the Special Project Grants, funded by District Supervisor Add-Backs to the following organizations and to authorize the Director of Cultural Affairs to enter into grant agreements with each organization for amounts not to exceed the following at this time:
   1. District 3 –North Beach Business Association, $21,250 to support “First Friday” Arts Walk & Arts in Storefronts event.
   2. District 5 – Hayes Valley Neighborhood Association (Fiscal Sponsor: Intersection for the Arts), $21,250 to support administrative operations and infrastructure.
   3. District 5 – African American Art and Culture Complex, $68,000 to support administrative operations and infrastructure.
   4. District 5 – African American Art and Culture Complex, $25,000 to support arts workshops and mentorship programs for youth.
   5. District 5 –  First Voice Inc., $10,000 to support storytelling and mentorship programs for youth.
   6. District 5 –  Fillmore Jazz Ambassadors (Fiscal Sponsor: Renaissance Parents of Success), $5,000 to support afterschool flute programs for youth.
   7. District 5 –  Mission Art 415 Inc., $40,000 to support mural creation and preservation.
   8. District 8 –  Noe Valley Chamber Music, $12,750 to support Classical music programs for youth.
   9. District 8 – The Marsh, a breeding ground for new performance, $42,500 to support theatre programs for youth.
   12. District 9 – Galeria Studio 24, $50,000 to support administrative operations and infrastructure.
   13. District 9 –  The Dance Brigade A New Group from Wallflower Order, $50,000 to support administrative operations and infrastructure.
   14. Citywide –The Marigold Project (Fiscal Sponsor: Intersection for the Arts), $85,000 to support capacity building for the Día De Los Muertos Cultural Event.
   16. Citywide – First Voice Inc., $85,000 to support Asian Pacific Islander arts programming.
   17. Citywide – First Voice Inc., $50,000 to support Asian American artists.
   18. Citywide – QCC-The Center for Lesbian Gay Bisexual Transgender Art & Culture, $34,000 to support capacity building.
   19. Citywide – California Lawyers for the Arts Inc., $20,000 to support citywide arts services.
   20. Citywide – Dancers Group, $20,000 to support citywide arts services.
   21. Citywide – Intersection for the Arts, $20,000 to support citywide arts services.
   22. Citywide – Theatre Bay Area, $20,000 to support citywide arts services.
   24. Citywide – International Indian Treaty Council, $12,000 to support Native American cultural activities.
   25. Citywide –Yerba Buena Arts & Events, $24,500 to support Native American arts and cultural events.
   26. Citywide –  Uphill Arts (Fiscal Sponsor: Independent Arts and Media), $56,000 to support an anti-tagging program for youth.
   27. Citywide – Arts Education Alliance of the Bay Area (Fiscal Sponsor: Intersection for the Arts), $30,000 to support arts education providers.
        

Commissioner Beltran, seconded by Commissioner Collins moved to approve the remaining special project grant items as presented.

President Ordeñana returned to the meeting at 1:53 p.m.

7. Racial Equity Action Plan Update 
   
   President Ordeñana invited Senior Racial Equity & Policy Analyst Sandra Panopio to present the Racial Equity Action Plan update. She explained next steps for implementation and upcoming deadlines.
   
   Commissioner Collins asked about the mandates of racial equity for city departments and organizations. Ms. Panopio described the arts cohort group and how that relates to the arts impact. Ms. Panopio explained that other city departments have created racial equity cohorts. She and the commissioners discussed the possibility of creating a racial equity cohort within the commission and how that translates to an agency level and across the city.
   
   There was no public comment.
    
8. Proposed Allocation of $500,000 from the Public Art Trust
   
   President Ordeñana invited Director of Public Art Trust and Special Initiatives Jill Manton to provide background information regarding the motion.
   
   ​Commissioners thanked Ms. Manton for her work and strategy around funding for this initiative. They noted the importance of this process in order to engage the community and create monument policies and guidelines moving forward. Ms. Manton added that she is researching what to include for the job description but she asked for their suggestions. Commissioner Beltran seconded Commissioner Collin’s suggestion to consult with David Adjaye as he is an expert in changing monument landscape in major metropolitan areas.
   
   From President Ordeñana’s questions, Ms. Manton described details around the project such as possible additional funding sources, facilitator contract amount, selection process for the temporary works and geographic restrictions related to the public art trust.
   
   The following motion was moved by Commissioner Beltran and seconded by Commissioner Walker.
   
   Motion to approve an allocation of $500,000 from the Public Art Trust for the following purposes:
   the hiring of a facilitator to engage in an inclusive and meaningful dialog with a broad and diverse representation of the public in response to Mayor Breed’s directive that the Arts Commission evaluate the City’s monuments and memorials and a series of temporary public art projects that respond to the outcome of the public engagement process. To the extent that the Commission appropriated those funds for San Francisco-based arts organizations for capital improvement projects under RESOLUTION NO. 0402-18-121 on April 2, 2018 that portion of RESOLUTION NO. 0402-18-121 is rescinded.

9. New Business and Announcements
   
   President Ordenana gave a quick update on onboarding of the incoming Director of Cultural Affairs Ralph Remington.
   
   Commissioner Beltran urged others to support local restaurants for the upcoming thanksgiving weekend.
   
   There was no public comment.
    
10. Adjournment
    There being no further business, the meeting was adjourned at 2:46 p.m.
