Minutes 

President Ordeñana called the meeting to order at 12:35 p.m.

  1. Roll Call

    President Ordeñana announced virtual meeting instructions.

    Commission Secretary Alyssa Ventre announced public comment instructions.

     
  2. General Public Comment
    Howard Kahan submitted the following email statement read by Commission Secretary Ventre:
    “My name is Howard Kahan and I run the Instagram site Statues of San Francisco. With the removal of the Christopher Columbus statue, I recommend it be replaced with a statue of Joe DiMaggio, the baseball Hall of Famer. Mr. DiMaggio was born in the Bay Area and grew up in San Francisco, he is the son of an Italian immigrant who was a fisherman. He enlisted in the army during World War II. But most importantly he will give our Italian American friends someone who they can look up to and be proud of. The only negative about Mr. DiMaggio is that he played for the New York Yankees.”

     
  3. Director’s Report
    Acting Director Bradley-Tyson reported on the recent budget instructions from the Mayor’s Office, gave an update on the status most recent grant cycle including report out on applications received, Jock McDonald installation update.

    Deputy Director Lee continued sharing an announcement on the final 2020 Art on Market Street Posters series featuring Justin Hall and thanked Craig Corpora. She gave a debrief on the recent ABBA event where the Mayor introduced Ralph Remington to the arts community. She also reported on recent installations at 49 South Van Ness including work from Sanaz Mazinani, Meghann Riepenhoff, and Sarah Sze. She also provided an update on a proposal to waive the fee for the Arts Commission’s Art Vendors.

    Acting Director Bradley-Tyson added information about funding requests relating to the Maya Angelou Project and the removal of the Columbus statue.

    Commissioner Walker requested information about total grant requests and grant funding needs. Acting Director Bradley-Tyson and Deputy Director Lee reported on the grants process and potential funding opportunities.

    Commissioners expressed gratitude for Acting Director Bradley-Tyson and thanked her for her continued work.

  1. Arts Commission FY 2021-2022 and 2022-2023 Budget Priorities
    Finance and Accounting Manager Kevin Quan reported on budget instructions received from the Mayor's office and provided an overview of the budget timeline. He noted that the Mayor’s Office is projecting a deficit and gave an update relating to the hotel tax fund. He also explained that the Mayor’s priorities include recovery, equity, implementing homelessness and mental health programming and continued response to COVID-19.

    Acting Director Bradley-Tyson suggested that commissioners send their priorities to staff. She continued to suggest that staff will consolidate feedback and review in the framework of instructions from the Mayor’s office. President Ordeñana added they plan to have a more robust conversation at the January meeting and thanked Mr. Quan for his presentation. He continued to explain that the Mayor’s Office priorities are clear and he hopes the agency can continue to meet to the needs of the community and the city.

    The Committee discussed budget priorities including efforts to support recovery and underserved communities as well as preserve staff. They discussed various impacts on the budget cycle.

  2. Racial Equity Action Plan Update
    Senior Racial Equity & Policy Analyst Sandra Panopio presented an overview of the Racial Equity Action Plan and described updates to Section 7. She explained next steps for implementation and upcoming deadlines.

    Commissioner Collins asked about the agency’s DEI statement. Ms. Panopio explained that the agency created a racial equity statement but she said it needs to be re-examined and it should also include an accountability piece. She asked for commission feedback when that time comes.

    President Ordeñana thanked Ms. Panopio for her presentation and said he looked forward to her continued engagement with the Commission.

  1. Nomination for Advisory Committee of Street Artists and Crafts Examiners
    Deputy Director Joanne Lee provided background information relating to the Advisory Committee of Street Artists and Crafts Examiners and their nomination process. She presented details regarding the nominee, Gerald Bold.

    Commissioners discussed the nomination process, racial and gender equity relating to the committee’s composition and general committee details. Commissioners raised concern about the lack of a residency requirement for the committee members.

    The following motion was moved by Commissioner Beltran and seconded by Commissioner Collins.

    Motion to recommend to the Mayor one (1) candidate to fill one (1) vacant position on the Advisory Committee of Street Artists and Crafts Examiners: Gerald Bold.

    There was no public comment.

    The motion unanimously carried by the following vote:
    Ayes: Ordeñana, Beltran, Collins, Walker.
     
  2. New Business and Announcements
    President Ordenana confirmed Director of Cultural Affairs Ralph Remington will start on January 19, 2021 and provide details on his onboarding process which included possibly holding an agency grants convening to introduce Mr. Remington to the community.

    Commissioner Beltran shared her participation in the upcoming exhibition: artatatimelikethis.com.
