There was no public comment.
- Director’s Report
Mr. DeCaigny reported on the results of the online survey and open houses conducted by Senior Racial Equity and Policy Analyst Dr. Anh Thang Dao-Shah to gather input from the community about how to use funds generated by the recently passed Proposition E. He announced the Town Hall on February 6, 5:00 p.m. at the Herbst Theater, where the data collected will be shared with the community, along with draft proposals based on that data. He added that he is meeting with the City Administrator's office for their input, and the ultimate proposal will go to the full Arts Commission at its March meeting. He thanked staff for their efforts, and noted that the survey surpassed the goal of 2,500 responses by some 200.
Mr. DeCaigny reported on new public artworks at Moscone Center, by Leo Villareal, Christine Corday, Sarah Sze and Brendan Monroe, as well as the restoration and reinstallation of Keith Haring's Untitled (Three Dancing Figures)
Commissioners asked about potential plans for the Baha'i Center; Mr. DeCaigny reported that it had been acquired by the Gay Men's Chorus, who intend it to be a national performing arts center, but he did not have more information on their plans.

- Participatory Budget Grants
Mr. DeCaigny explained that this motion was intended to correct the names of the grantees as an administrative matter, and reminded the Committee that Participatory Budgeting involved Supervisors engaging in a public process to allocate funds for projects within their districts.
There was no public comment, and the motion was unanimously approved as follows.
Motion to rescind and reissue three Special Projects Grants funded by the District 10 Participatory Budget process to the following organizations, authorized by Resolution No. 0107-19-012, for a total amount not to exceed $82,000 at this time; and to authorize the Director of Cultural Affairs to approve the change of grantees as follows:- Current grantee organization: Bayview Local Makers Fair (Fiscal Sponsor: Economic Development on Third) authorized by Resolution No. 0107-19-012 for an amount not to exceed $25,000 at this time. New Grantee: Kristin Houk (Fiscal Sponsor: Economic Development on Third).
- Current grantee organization: Mural Restoration Project (Fiscal Sponsor: Economic Development on Third) authorized by Resolution No. 0107-19-012 for an amount not to exceed $32,000 at this time. New Grantee Organization: Public Glass (Fiscal Sponsor: Economic Development on Third).
- Current grantee organization: Youth Explosion Event (Fiscal Sponsor Shekinah Christian Fellowship of San Francisco) authorized by Resolution No. 0107-19-012 for an amount not to exceed $25,000 at this time. New Grantee Organization: Shekinah Christian Fellowship of San Francisco.
- Current grantee organization: Bayview Local Makers Fair (Fiscal Sponsor: Economic Development on Third) authorized by Resolution No. 0107-19-012 for an amount not to exceed $25,000 at this time. New Grantee: Kristin Houk (Fiscal Sponsor: Economic Development on Third).
- Participatory Budget Grant
Mr. DeCaigny explained that this was a new grant awarded by the Participatory Budget process in District 7. He added that Arts Commission staff worked with the Supervisor's office to help determine the appropriate type of project, and to advise them on ensuring that the budget and outcome for the project are in accord. He added that the community approves both the project and the grantee organization in the public process.
There was no public comment and the motion was unanimously approved as follows.
Motion to approve a recommendation to award a Special Projects Grant, funded by the District 7 Participatory Budget process to the Ocean Avenue Association, in support of the Ingleside Community Mural Fund; and to authorize the Director of Cultural Affairs to enter into a grant agreement for an amount not to exceed $15,400 at this time.
- Arts Commission Review Panelists
Mr. DeCaigny explained that this motion was an administrative action to authorize payment for these previously approved panelists to their 501(c)(3) organizations rather than to them personally. In these cases, the panelists would use work time to serve on the panel, and then request payment of the honorarium to their employer. He pointed out that the panelists were approved as individuals, and not simply as representatives of their organizations.
There was no public comment, and the motion was unanimously approved as follows.
Motion to rescind and reissue the approval of the following panelists to serve as selected by staff on Arts Commission review panels for the 2019 and 2020 fiscal years, authorized by Resolution No. 0107-19-017; and to authorize the Director of Cultural Affairs to approve that payments be remitted to the following organizations:
Joanne Kreiter, Artistic/Executive Director, Flyaway Productions (payment to be made to Flyaway Productions)
Raissa Simpson, Artistic Director, PUSH Dance Company (payment to be made to PUSH Dance Company)
- Advance Written Determination for San Francisco Community Investment Fund
Mr. DeCaigny explained that he had been elected as one of five representatives on the Board of Directors of the San Francisco Community Investment Fund along with Joaquin Torres, Brian Strong, Naomi Kelly and Nadia Sesay.
In response to a question by the Committee, he explained that this would not constitute a conflict, but that this request was in the interest of transparency.
There was no public comment and the motion was unanimously approved as follows.
Motion to approve an Advance Written Determination for the Director of Cultural Affairs to serve on the San Francisco Community Investment Fund Board of Directors.
- Advance Written Determination for Yerba Buena Gardens Conservancy
Mr. DeCaigny explained that he had been nominated by City Administrator Naomi Kelly to serve on the Interim Board of Directors of the Yerba Buena Gardens Conservancy, which is overseeing Yerba Buena Center, formerly held by the Redevelopment Agency and then transferred to OCII. It will ultimately be transferred to the Conservancy. He added that he will recuse himself from any responsibility for lease negotiations, which would be a conflict. He added that the board includes three City representatives and nine representatives of private organizations.
The Committee also briefly discussed the status of artworks at Yerba Buena, which will eventually be transferred to the Civic Art Collection.
There was no public comment and the motion was unanimously approved as follows.
Motion to approve an Advance Written Determination for the Director of Cultural Affairs to serve on the Yerba Buena Gardens Conservancy Interim Board of Directors.
- Arts Commission FY 2019-2020 and 2020-2021 Draft Budget
Mr. DeCaigny introduced Deputy Director and Chief Financial Officer Rebekah Krell, who reviewed the budget process and timeline. She reviewed the budget memo posted with the agenda, and presented the proposed program budget and capital budget for the coming two fiscal years.
The Committee discussed the budget, including the structural deficit and the Mayor's corresponding reduction targets, along with her priorities regarding accountability and equitable outcomes, and the effect of Proposition E on the budget proposal.
Mr. DeCaigny reminded the Committee that Public Art projects are funded largely by bonds and not by the General Fund, so they have a different budget process. He pointed out that several large projects will be completed within the next year or two, including the Moscone Center, the Central Subway and San Francisco Airport Terminal 1.
The Committee discussed the program and capital budgets in some detail, as well as the Hotel Tax.
There was no public comment and the motion was unanimously approved as follows.
Motion to approve proposed Fiscal Year 2019-2020 and 2020-2021 Arts Commission budget.
- New Business and Announcements
Mr. DeCaigny suggested that the Committee consider some changes in the process of approving panelists and small honoraria, in the interest of greater efficiency without sacrificing transparency or equity. The Committee discussed this briefly and requested that staff review this subject and calendar it for future discussion by the Committee.
There was no new further business or announcements, and no public comment.
