MINUTES OF MEETING -August 9, 2001
1. CALL TO ORDER AND ROLL CALL
1(a). Secretary June Wilson convened the August 9, 2001 meeting of the Commission of Animal Control and Welfare to order at approximately 5:30 p.m. at City Hall, Room 408, San Francisco, California.
Commissioners in attendance: Secretary June Wilson, Comm. Sherri Franklin, Carl Friedman, Animal Care & Control, Jack Breslin S.F.D.P.H. Absent with permission: Chair Elissa Eckman, Sgt. Bill Herndon, S.F.P.D. Vice-Chair Cheryl Bentley, Catherine Tchen, Frederick Hobson.
The meeting was convened at approximately 5:30 p.m. Commission Secretary Wilson presided during all aspects of the meeting. All 4 Commissioners (or their lawful designates) holding valid appointments being present, the quorum requirement of Section 6 of the Commission’s "Rules and Regulations" (50% of those eligible to vote) was not satisfied.
2. APPROVAL OF THE MINUTES:
The July 12, 2001 meeting minutes were not approved at this meeting.
3. CHAIR’S STATEMENT
Since the quorum requirement was not met, it was then decided to adjourn at 5.40p.m. However, public comment was taken and Comm. Wilson was then asked to post the July minutes on the web.
PUBLIC COMMENT
Eric Mills gave an update on roto ducks, otters and in Napa, they are now planning to outlaw Mexican rodeos. Also he wants us to read a book on fast food restaurants.
Robin Buckley urged us to reject the draft dog policy and to write to the Board of Supervisors and Rec and Park and asked if Hera was still alive. Comm Friedman said that they were going back to court 15th August, 2001.
Elliot Katz distributed literature on guardian/ownership and stated that the state of Rhode Island had passed this law.
Robin Buckley calls for code enforcement to cite people who don’t pick up after their dogs, and report people who have unruly or aggressive dogs. He feels personally that dogs should be off leash in parks. In Alamo Square Park, the gardeners divided the park down the middle, west side for dogs off leash, east side for dogs on leash. The dog owner group are policing themselves and also trying to educate people who are at fault.
Dr. Cole, a trainer for many years with SF Dog Training Club, did a canine good citizen test of dog walkers at Dolores Park. The dog walkers have 250 members and he was very impressed with them. He feels that children’s play areas should be fenced in as sandboxes don’t need to be used by feral cats, raccoons etc. There is no parking around Dolores Park so all the people and their dogs must be neighborhood people.
Comm. Wilson spoke also of going to Golden Gate Park near Spreckles Lake where there is harmony there. The professional dog walkers break up a fight before it gets started. She said boats on Spreckles Lake go out at certain times, so why can’t dogs go out at certain times, like early morning and late afternoon and children during mid-morning till late afternoon.
Elliot Katz also mentioned what they do in Marin County where some places for children to play are fenced in, while the dogs who are near the water are fenced out.
