4.               Chairperson’s Report and Opening Remarks.

Announcements of current affairs for animals and latest animal law progress state and nationwide:  These announcements include, but are not limited to:  Marin County - The recent death of 240 goats from Goats R Us who have died of suffocation after a 32 foot truck over turned on July 6, 2007; Sacramento County - An estimated 300 to 600 birds -- all game fowl bred to fight -- were found, and countless dead birds were scattered throughout a cockfighting location in Sacramento on July 4, 2007; and recent California Animal Legislation.

5.        Committee Reports/Commissioner’s Reports

A.  Commissioner Garcia; Public Health Department; Office Space.

        Commissioner Garcia will discuss her efforts at getting an office space from San Francisco and also for getting the Public Health Department to send us another representative to sit on the commission.

6.     Old Business

Commissioner Routhier; Update on Plans of Whether or Not Comr. Routhier Will Move Forward with Dog Licensing Law.

      This is not an action item, only a discussion item.  Routhier will update the community on her plans with the previously raised ordinance .

A.              Commissioner Garcia; Resolution/Ordinance:  Non-lethal pest control for all “pests” other than insects must be used in San Francisco

      This is not an action item, only a discussion item.  Comr. Garcia will merely introduce the issue of rats and mice pest control in San Francisco and discuss related items to pest control such as Cat guardianship, humane traps, and no sources of food to prevent rodent breeding.

B.              Commissioner Gerrie; Resolution Opposing the Abusive Factory Farming Practice of the Confinement of Egg-Laying Hens in Battery Cages (PDF)

-   Items are first introduced to the Commission then there is public comment. After public comment, the Commission discusses the item and then may vote on items.

Geary will discuss the item and the possible resolution with the Board of Supervisors to Approve.  The pertinent portion of the resolution is that:  BE IT RESOLVED THAT THE SAN FRANCISCO COMMISSION OF ANIMAL CONTROL AND WELFARE opposes battery cage egg production, based on the inherent cruelty of confining egg-laying hens in battery cages; and BE IT FURTHER RESOLVED THAT the San Francisco Commission of Animal Control and Welfare urges the Board of Supervisors to encourage consumers of eggs not to purchase eggs produced by caged hens, as well as to limit the City and County of San Francisco’s procurement of eggs to those from cage-free hens.

C.        Commissioner Garcia; Voting.

                        The Commission should elect a new Chair, Secretary and possibly a new Vice-Chair if the current Vice-Chair is elected as Chair.

9. Calendar Items

         Commissioners may provide a brief description of item(s) they request be on next month’s agenda. Discussion and comprehensive narrative of new calendar submissions will take place during the next meeting. Commissioners need to follow-up on their calendar item submissions via email to the Chair at least one week in advance of the next monthly meeting.
