    A) Discussion and possible action to gather information about the impact on animals, both domestic pets and wildlife, from the California Dept of Food and Agriculture’s proposed program to eradicate the light-brown apple moth (LBAM), which includes spraying. The discussion will also focus on what pet guardians and others should and should not do to protect animals under their care in the event of spraying or the other components of the eradication program. Speakers will include Dr. Bob Dowell, Director of the LBAM Program at the California Dept. of Food and Agriculture, and opponents of the spraying. [Discussion/Action Item]

  • Items are first introduced to the Commission and a motion is made, then there is public comment. After public comment, the Commission discusses the item and then may vote on it.

A) Discussion and possible action to recommend that the Board of Supervisors enact a “Humanitarian Art Ordinance”. The recent exhibit at the San Francisco Art Institute that showed video clips of animals being killed was disturbing because there is something inherently wrong with the production of media and/or art in which the director, producer, or artist is the direct cause of the death, abuse or suffering of an animal that is captured on media and/or art display. This ordinance will make the commission of the crime of Animal Abuse for the purposes of creating media and/or art to be illegal, punishable as a misdemeanor or felony. The location of production of the media and the commission of animal abuse is irrelevant. Any person responsible for displaying this media as “art” will also be guilty of a misdemeanor or felony.
[Commissioner Garcia]
