a. News and updates regarding recommendations made on June 17, 2005 by the Canine Response Working Group [Working Group], appointed by Mayor Gavin Newsom. Update to include status report regarding SB 861, which currently prohibits municipalities from making breed specific regulations.

a. Endorsement of legislation that would prohibit those convicted of animal abuse/neglect from having animals for up to a five-year period.

b. Discuss legislation that would impose mandated counseling for those convicted of animal abuse/neglect.

c. SF Health Code 42.3(c)(b) - Explore making a change of the time requirements for the scheduling of vicious and dangerous dog hearing dates, to be based not only on when the dog incident occurred but also upon when the dog and guardian can be found to receive notification.

d. Commissioner Orientation - Process Q&A for newly appointed Commissioners

a. Discuss legislation that would require spay/neuter surgery:

· Consider the Working Group's recommendations:

- Mandated altering for pit bull and pit bull mixes

- Neutering upon shelter impoundment or failure to license

· Explore the options, benefits, and drawbacks involved with mandating spay/neuter for all dogs, with the exception of licensed breeders and show dogs

a. Discuss a back-yard breeding prohibition that would restrict the practice of breeding to those persons appropriately licensed.

· Explore what standards should be in place for one to be a licensed breeder

· Discuss regulations that would restrict the ability for non-licensed breeders to advertise through any forum

a. Discuss the Working Group's recommendation to develop policy reform that would target the owners/guardians of dogs that pose a risk to public safety, which may include:

· Penalties proportionate with the harm and injury potentially caused by "vicious and dangerous dogs"

· Fine increases for those that do not register their dogs

· Fees for owners/guardians of "vicious and dangerous dogs"

a. Discuss the Working Group's recommendation to require owners/guardians of specified "vicious and dangerous dogs" to obtain a minimum threshold of liability insurance not traditionally covered by homeowners insurance

b. Discuss the Working Group's recommendation to create a reporting system to determine potentially dangerous dogs. Such a system may include, but is not limited to, instituting an online reporting system.

- Commissioners may provide a brief description of item(s) they request be on next month's agenda. Discussion and comprehensive narrative of new calendar submissions will take place during the next meeting. Commissioners need to follow-up on their calendar item submissions via email to the Chair at least one week in advance of the next monthly meeting.
