MINUTES OF MEETING -June14,
2001
1. CALL TO ORDER AND ROLL CALL
1(a). Chair Elissa Eckman convened the June
14, 2001 meeting of the Commission of Animal Control and Welfare to order
at approximately 5:35 p.m. at City Hall, Room 408, San Francisco, California.
Commissioners in attendance: Chair Elissa Eckman,
Vice-Chair Cheryl Bentley, Secretary June Wilson, Catherine Tchen, Frederick
Hobson, Sherri Franklin, Carl Friedman, Animal Care & Control, Sgt. Bill
Herndon, S.F.P.D., Jack Breslin, S.F.D.P.H.
The meeting was convened at approximately 5:35
p.m. Commission Chair Eckman presided during all aspects of the meeting. All
9 Commissioners (or their lawful designates) holding valid appointments being
present, the quorum requirement of Section 6 of the Commission’s "Rules
and Regulations" (50% of those eligible to vote) was satisfied..
2. APPROVAL OF THE MINUTES:
The May 10, 2001 meeting minutes were approved
at this meeting with minor corrections.
3. CHAIR’S STATEMENT
a. Status of letters sent to Board of Supervisors/tracking:
1. Live Animal Market (Kuehl Bill compliance.)
No action has been taken yet and Comm. Bentley stated that it is in the
city attorney’s office. Eric Mills stated that Supervisor Peskin and Senator
Kuehl hope to get both sides together soon to solve the problem.
2. Funding for Animal Care and Control Dept.
Comm Friedman stated that they did not get additional staff in the budget
but did do fairly well. He has asked for more resources many times and will
be meeting with the budget analyst next week.
3. Removal of Trees. No action yet.
4. Recommendation to Board of Supervisors
regarding UCSF apparent disregard of prior Board resolution concerning care
and use of laboratory animals at their SF facilities A letter was sent
5-31-01 and a reporter from the Independent interviewed the Chair and an article
will be in Tuesday’s paper.
5. Recommendation to Board requesting elimination
of fares for animals travelling on MUNI Comm. Hobson stated that the director
favors this but there needs to be more study by MUNI on this request first.
6. Recommendation to the Board regarding
Owner/Guardian terminology. Former Comm. Chi wrote to the Board about
this matter. The Chair has the letter and will show the other commissioners
at the next meeting. It was suggested that In Defense of Animals might be
able to help. Comm. Friedman suggested to run this item through the City and
District Attorney’s offices before doing anything. When ACC adopts animals
out, they are considered property which is state law.
4 COMMITTEE REPORTS
a. Crime Stoppers Poster: Comm Herndon
states that they now have $2700 enough to get out 10 posters (anti-dog fighting),
and are now just taking care of a few minor details so that he should be able
to have a positive report next month. Comm Friedman said that they have now
found some matching funds to make these posters happen.
b. Funding for Commission. Comm. Bentley
said that the Finance Committee is meeting for the next 2 weeks. Comm. Friedman
said, back in 1976, this commission had funding of $8400 approx. for 2 years.
The funding comes from the Board’s budget. Most funding goes for personnel.
Comm. Friedman will help us if we do get funding.
c. Fur Ban. Comm. Franklin stated that
the Green Party gave their full endorsement and they are supported by Supervisors
Daly, Gonzalez, and McGoldrick. Gonzalez is working on a draft to go on the
ballot. Suzanne Martin stated that her Supervisor Newsom sent her a letter
saying that he knew nothing about the fur ban. Comm. Hobson gave her advice.
d. Other. Comm. Hobson spoke with Terrance
Hallinan regarding a Special Prosecution Unit for crimes against animals.
Hallinan supports this unit. Comm. Hobson is also working with the Animal
Legal Defense Fund. Comm. Hobson also stated the proposed name change was
passed in the Public Health & Environment Committee by a 2-1 vote. He
also stated that he is opposed to re-calendaring this matter. Comm. Hobson,
Bentley and Tchen expressed support for the name change and concern for the
attempt to kill it. "Amended per commission vote July, 12th,
2001, although it is not recorded on the official tape record".The
Chair decided at this time, no more discussion was needed.
5 OLD BUSINESS
(a) Rules and Regulations: Fifteen
changes were amended to the draft and one "Approval of Agenda"
failed.
(b) Requesting permission to use the Commission’s
Name: Dr. Jean Hofve stated that the proposed Animal Protection Institute
pamphlet "A Rational Look at Declawing" would be a 4-page leaflet
with pictures and color. There are many options, one being a smaller pamphlet,
or putting it on the Internet where other human societies can download it.
The vote was unanimous to include our name on the pamphlet.
6 NEW BUSINESS
(A)Dog License Fees: The vote was unanimous
to increase dog license fees and Comm. Friedman will write a letter to the
Board of Supervisors.
(B)Sale of Live Animals: A complaint
was made by Pat Briggs about the sale of live animals at Farmer’s Markets
in San Francisco. The Health Dept. and ACC had not heard about it and will
look into it and this item will be continued next month.

The meeting was adjourned at 8.30p.m. A motion
was made by the Chair Elissa Eckman, seconded by Comm. Wilson.
