9.      INNER SUNSET TRAFFIC CALMING PROJECT – Letter to the BAC by Elbert Hill proposing revision of  September 28 Resolution to: 1)  recommend the MTA advocate extension of the bike lane from Judah North to the school entryway, to allow students to bicycle directly to and from the school located at 1350 7^th Avenue; encouraging the application of State Safe Routes to School grant to enable funding of the bike lane project on 7^th Avenue; and, 2) evaluate modification of the Lincoln Way and 7^th Avenue signal to include an actuated signal setting for bicycles to cross Lincoln Avenue safely.  Action: Resolution revision

10.  BUDGETARY ISSUES OF THE MTA BICYCLE PROGRAM – Andy Thornley, San Francisco Bicycle Coalition.  Presentation of the tentative agreement on Bicycle Network projects that can proceed for grant funding of the planning, engineering, and implementation stages, but not construction pending settlement of the Bike Plan lawsuit currently enjoining Bike Plan continuation. Action: Presentation of Resolution recommending action on agreed projects.

LOBBYIST ORDINANCE

 

RESOLUTION – Recommendations on the Inner Sunset Traffic Calming Project -  7^th Avenue

 

 

Whereas, it is the policy of the City and County of San Francisco to increase safe bicycle use, refine and expand the Bicycle Network, adopt bike-friendly practices and policies, and promote safe bicycling, and

 

Whereas, Seventh Avenue a primary North-South Route for cyclists South of Golden Gate Park, and

 

Whereas, Seventh Avenue is part of the Bicycle Network between Warren/Lawton Streets and Kirkham Street , and

 

Whereas, the Bicycle Network was routed to parallel side streets North of Kirkham in the 1997 Bicycle Plan, against the express wishes of the bicycle community, this committee, and the safety and convenience of cyclists, and

 

Whereas, there have been no presentations of studies validating neighborhood concerns that motorists will change their travel to side streets if bicycle lane treatments are installed on 7^th Avenue, and

 

Whereas, most bicyclists ignore the politically compromised 1997 Bike Network route, and travel on 7^th Avenue between Lincoln and Kirkham, and

 

Whereas, evaluation of the removal of one Southbound lane, replaced with left turn lane pockets at intersections, appears to have little effect on LOS, and could be beneficial, and

 

Whereas, the widened street space with removal of the Southbound lane permits space for bike lanes between Warren Street and Lincoln Blvd. , and

 

Whereas, bicycle lanes have been found to be beneficial in providing safety zones near intersections for pedestrians, and view lines for residents leaving garages and parking lots in vehicles, and

 

Whereas, stenciling Shared Lane Markings (sharrows) on Seventh Avenue North of Kirkham are not subject to the restrictions of the Bicycle Network injunction, nor the approval process of other bicycle treatments; and

 

Whereas, the revised Traffic Calming Program draft recommendations attempt to mitigate some traffic issues, incorporating bicycle treatments, with bicycle lanes between Warren/Lawton and Judah, and a two-way center turn lane mid-block between Judah and Lincoln Blvd., with Shared Lane Markings on the traffic lane, and

 

Whereas, the Bicycle Advisory Committee recommended accepting this draft proposal, with the following modifications: 1) Shared lane markings will be installed as soon as possible on 7^th Avenue between Kirkham and Lincoln Blvd.; 2) ‘Full Use of Lane’ signs will be likewise installed on this section of street; 3) a bicycle treatment will be designed and implemented between Hugo Street and Lincoln for the benefit of Northbound bicyclists, to avoid being trapped in the right-turn-only lane at the Lincoln Blvd. intersection, and; 4) Seventh Avenue South of Golden Gate Park will be incorporated as a part of the Bicycle Network,

 

Be it resolved that the San Francisco Bicycle Advisory Committee urges the MTA and San Francisco Board of Supervisors to pass legislation to establish bike lanes on Seventh Avenue between Warren/Lawton Streets and Judah Street, with Shared Lane Markings on the traffic lanes between Judah Street and Lincoln Blvd.; that Shared lane markings will be installed as soon as possible on 7^th Avenue between Kirkham and Lincoln Blvd.; that ‘Full Use of Lane’ signs will be likewise installed on this section of street; that a bicycle treatment will be designed and implemented between Hugo Street and Lincoln for the benefit of Northbound bicyclists, and that Seventh Avenue South of Golden Gate Park will be incorporated as a part of the Bicycle Network once issues associated with the Bicycle Plan injunction are settled.
