11.  Emergency Exemption Argument for Imminent Traffic Engineering Design Change at Intersection of Fell and Masonic – This intersection has long been a source of injuries and near crashes between vehicles and pedestrians & bicyclists.  Greg Hayes has asked us to hold last month’s resolution pending approval of an updated precedent-based argument for requesting an exemption from the Bike Plan injunction, in order to implement near-term changes to this dangerous intersection.
Action: Replacement Resolution to the resolution passed in January
Sponsor: District 11 Committee Member Casey Allen

12.  Bike Ed 2009 Conference:  San Francisco recently received a Request for Proposal to host the League of American Bicyclists Bi-Annual National Bike Educators’ Conference.  Given the suspension of Engineering as a result of the Bike Plan Injunction, San Francisco is demonstrating how bicycle use can increase with Education, Encouragement, Enforcement, and Evaluation.  The Bay Area has long been at the vanguard of new ideas and actions to grow cyclists. We feel that San Francisco should aggressively promote sponsorship of this event; perhaps at the core of a Bay Area Bicycle Safety Week program.
Action: Resolution
Sponsor: District 7 Committee Member Bert Hill

13.  Diversion Program – For over a year, bureaucratic obstruction has prevented establishment of a diversion program, routing bicyclists who commit traffic code violations through the regular judicial system.  This process does nothing to promote education; it adds costs to the judicial system and discourages the police from consistent and fair policy enforcement.  We  wish to see a program that educates and provides helpful resources to cyclists, improving their safety.
Action: Resolution
