5. BART New Year bicycle
ban
Report from Jean Davis and Pi Ra about the disturbing staff decision to
ban bikes from the system without public hearing. BAC members Davis and
Ra took part in alerting BART riders to BART's poor management on New Year's
Eve.
6. Review of DKS TETAP
report
Adam Gubser will mail the report around 1/22/00, and needs comments. BAC
needs to look at report before commenting.
7. Transit reports
I. BART Bicycle Accessibility Task Force: Adam Gubser nominated for vacant
seat by acclamation. Promises to focus on parking at stations.
II. Caltrain BAC. Palo Alto BikeStation staff will tour the Fourth and King
site for a potential San Francisco BikeStation and will be looking at the
new Berkeley BikeStation. Alex Lantsberg will be calling Supervisor Katz
about the San Francisco BikeStation.
8. DPT Reports
Panhandle Path to be widened 2 feet , curve radii increased, sprinkler heads
redirected, and benches will be distanced from path.
Sign shop and DPT working on standardized black-and-orange detour signs
for bike routes (see attachment)
9. Funding
I. Motion to encourage full funding of study of West Span bicycle and pedestrian
path, and also encouraging Supervisors to adopt the same position, and further
encouraging them to demand that the Transbay Terminal be considered simultaneously
with the West Span path at the Bay Area Toll Authority. Passed out of Funding
subcommittee in January, passed by BAC. (See attachment for full text.)
II. Possible spending of TDA funds: Staff requests input for upcoming
grant application. Committee suggests China Basin, SF State, Lefty O'Doul
Bridge, the 101-Cesar Chavez interchange. Brief discussion of using TDA
funds for planning.
10. Education
Starting work on a regional bike summit to pull together activists and BACs
from throughout region. Emily Drennen will work on location, invitees,
topics, and structure.
11. PPL & D
I. Bike Lane Structure. Discussed in Item 6.
II. West Span covered under 9.I.
III. Skipped
IV. Laguna Honda, 7th Ave, Clarendon. Regarding motion of
December meeting, Adam Gubser of DPT reports that removing parking on Laguna
Honda and southern 7th Ave would be necessary to implement BAC's
December motion and would be politically challenging. In addition, BAC's
December motion would move bicyclists to the right of buses turning right
into Forest Hills Station. Casey Allen, who pressed for the December motion
as a member of the public, states that if the new drawing is accurate, DPT's
proposed actions appear fine. BAC accepts new DPT work plan in lieu of December
motion.

12. Announcements.
Kezar Drive public meeting Feb 2, 6 pm, Maclaren Lodge.
13. New Business.
A. Lantsberg wants a schedule of when BAC will report to Land Use and Transportation
Committee.
A. Lantsberg wants a survey of city workers to investigate feasibility of fleet
bicycles.
A. Lantsberg wants bicycle impacts included in all EIRs and EISs.
Pi Ra points out that the new Municipal Transportation Commission will soon
be appointed and needs bicycle representation.
S. Bodzin notes that DMS, a messenger company, has just finished a strike, and
that messenger issues are likely to continue to arise.
Someone said Dick Tilles would be able to come to a BAC meeting soon.
