BAC members
and the public may park in the City Hall Employees’ Bicycle Room AFTER obtaining
an entrance code in advance. Members of the public wanting access to the bicycle
room for BAC meetings contact Tom Adams 554-6074. He will supply a code and
explain the policies for use of the room. Enter the Grove Street City Hall entrance.
The Bicycle Room (#333) is down the hall to the left, through the second door
on the right. You cannot enter the City Hall secure bicycle parking area without
an access code.

1. Call meeting to order
and adoption of agenda, 6:20PM
2. Review and approval of
minutes from May 2000 and any other as yet unapproved minutes**
3. Administrative business
and announcements.
4. Working committee is
working on the issue of issuing citations at vehicle accident scenes.
5. Public comment--non-agenda
items; Please limit comments to 3 min. per person
Keith Sagget, Transit
First Market Street: requested $300k for study of Market Street. He will E-mail
BAC members a copy of the request.
6. Transit Reports - BART
Bicycle Advisory Task Force.
Joe Carroll, SF representive
on the Task Force. Issue of crackdown was addressed. A memo had been sent by
the acting director about a bicyclist. 4 citations were given per month prior
to memo. 43 had been given the month after the memo. Month after had dropped
to 12.
Bikes prohibition on escalators
is an OSHA requirement, but there is an issue of non-enforcement of strollers
and luggage.
Peeling advertising
on stairwells has been removed.
January would be the
earliest on Embarcadero BART bike station.

8. Discussion period concerning
the prospective CalTrain bikestation at 4th and King Sts. Possible appearance
by non-BAC advocates or project managers/planners. Discuss and possibly approve
funding strategies with regard to the need or lack of a need for an operating
subsidy.
Larry Chinn: A substantial
operating subsidy will be needed ($35-45k/mo), but it is unlikely that a public
agency will provide an operating subsidy. Revenues are also insufficient. Significant
capital is needed. Other avenues for subsidies include private sources.
Sean Belcher: Bike stations
should be mandated as they are in Japan. Cover and security are critical. Southbound
displacement of bicyclists, especially after Giants games, are chronic. Caltrain
should not run the station because they have been antagonistic and have chronically
underestimated bicycle needs. Larry agreed that Caltrain should not run the
station. Shuttles to companies and light rail are options in the south. Currently,
riders must arrive 20 minutes before the train. City could run the station.
Attended system is not required. A self-parking system would be sufficient.
Expandability should be included n the design.
BAC discussed inviting CalTrain
officials to give a presentation at an upcoming BAC meeting.
9. Working Committee Report
I. Discussed and adopted
bylaw amendment or other form of procedural reform to allow change in committee
self-governance (consensus model of decision-making vs. Robert’s rules of Order)
II. No update on recent
contacts with Japantown merchants, journalists, etc.
III. Bicycle Plan Update.
Chapters assigned at previous meetings--how should we proceed from here? Should
we schedule monthly reports, taking a chapter at a time?**
IV. Motion was made
to approve proposal submission, seconded, and passed to endorse of grant proposals
through Dept.of Parking and Traffic staff, proposals submitted under AB434 Transportation
Fund for Clean Air, including "Smart Growth" category. Deadline is June 30.
Proposal is for money for 350 bike racks at selected City sites.
VII. Update on Thunderhead
Alliance Conference (6/10) and BAC role at event. Possible formalization of
BAC request for use of space at City Hall. We have a Transportation and Land
Use Committee appearance scheduled for us to make a report. If we have future
specific issues to bring to the elected officials, we can make a request to
Supervisor Katz's office.
VIII. Lawrence and Jean
will help work on the project to get old minutes on the web. James will find
out how year 2000 minutes are to be posted.
IX. Pedestrian safety
alliances and the BAC. Discussion of ways to strengthen our ties to the pedestrian
safety movement by means that will also improve bicyclists’ safety. BAC shall
invite representatives for various organizations to make a presentation at a
future BAC meeting.
X. Bill of statewide
requirement of a portion on new street bicycle accommodations was endorsed.
Letter is being considered to be sent to Supervisor Ammiano for Supervisor support
XI.Motion made and passed
to recommend not to approve angled parking on Illinois Street to preserve the
Bay Trail.

Advisory Committee’s meeting room, City Hall, 1 Dr. Carlton B. Goodlett Place,

hours before a meeting. Assistive listening systems are available upon request.

accessible BART Station is the Civic Center Station at 8th and Market Streets

and N-Judah. The Downtown bus lines that are accessible include the 9-San Bruno,

Off-street
parking is available at the Civic Center Garage located at 355 McAllister Street.
Please note that the Civic Center Garage does not provide for van access. Off-Street
parking is also available at the Performing Arts Parking Garage at Grove and
Franklin Streets.

are located at the southeast corner of McAllister Street at Van Ness Avenue
(one space); southwest corner of Van Ness Avenue at McAllister Street (one space);
southwest corner of Van Ness Avenue at Golden Gate Avenue (one space); southeast
