9.      CRITICAL MASS – On April 27, 2007 the San Francisco Police Department assisted by DPT Bicycle Traffic Control Officers accompanied Critical Mass.  There were numerous reports of officers assertively helping to promote peace and calm by motorists and cyclists.  We commend these officers and wish to offer a resolution of support for their continued endeavors to promote the celebratory environment to which San Franciscans aspire.

Draft Resolution – Commendation of SFPD and DPT for Critical Mass Assistance  

WHEREAS, on Friday, April 27, 2007 a number estimated at 3,000 cyclists congregated and rode in downtown San Francisco in the monthly event labeled ‘Critical Mass’, and

WHEREAS, a group of cyclists of this number often witness acts of frustration and rage by motorists unprepared for this monthly gathering, endangering cyclists, pedestrians, and other motorists, and

WHEREAS, occasionally cyclists respond in a defensive and even violent manner, and

WHEREAS, in these instances peace officers can provide a calming and generous change to a charged atmosphere, and

WHEREAS, there were numerous witnessed accounts of peace officers showing initiative in speaking to intemperate individuals in a calming and friendly tone, thereby improving the climate of celebration and good will:

BE IT RESOLVED,  that the San Francisco Bicycle Advisory Committee commends the San Francisco Police Department and the Department of Parking and Traffic Control Officers for their hard work and professionalism in helping to ensure a peaceful, friendly, and enjoyable event for the citizens of this great city of San Francisco.

BE IT FURTHER RESOLVED, that the BAC requests that when the Police Department increases available staff, their representatives again meet with the BAC to discuss possible police facilitation of Critical Mass, as was done prior to 1997

BE IT FURTHER RESOLVED, that the BAC wishes to thank Commander Steve Tacchini for his public discourse, planning, assignment of resources, and the hope for his continued support.

10.  TDA Funds for Bicycle Network and Pedestrian Improvements - During the two year effort to meet the conditions necessary for lifting of the Bicycle Network injunction, it is important that those activities not restricted by the EIR be continued at a priority.  The MTA will submit Transportation Development Act(TDA) requests to the Transportation Authority to fund continuing engineering and planning work on identified Bicycle Plan and pedestrian projects. The draft Bicycle Plan will be discussed in this context: www.sfmta.com/bikeplan.

RESOLUTION ENDORSING APPLICATION OF TDA FUNDS FOR BICYCLE NETWORK

& PEDESTRIAN IMPROVEMENTS

WHEREAS, The Board of Supervisors’ Bicycle Advisory Committee, supports MTA Bicycle Program identified  need for engineering work on various bicycle projects and programs to improve and enhance bicycling as a safe, viable transportation option; and

 

WHEREAS, MTA will apply for $384,637 in Transportation Development Act (TDA) funds for (1) engineering  along Bicycle Route Network streets; and (2) bicycle safety programs such as educational events, safety brochures, flyers, maps, and the staff attendance to various conferences; and

 

WHEREAS, the Department of Public Works (DPW) will also apply for $384,637 in Transportation Development Act funds for pedestrian  improvements through out the City for a combined TDA request of $769,274;

 

BE IT RESOLVED, The San Francisco Bicycle Advisory Committee endorses and supports the City’s application of Transportation Development Act funds for these worthwhile needs.
