The meeting was called to order at 6:29 PM

1.Roll Call/Attendance:

4. Chairman’s Report: (6:33)

  • Chairman Thornley reported he submitted the Bike Plan Policy Framework comments collected by the BAC to Oliver Gaija.
  • The Oversite Technical Advisory Committee is to meet on July 29, 2004
  • Peter Tannen would be appearing before the MTA meeting on September 21st to present the Bike Plan.
  • The Land Use Committee of the Board of Supervisors unanimously adopted the legislation proposed by Supervisor Gonzales to first try the "no right turn onto Central Freeway" option rather than first testing the right turn access.
  • The Golden Gate Bridge Toll Plaza redesign is subject to DPT but is rather part of the National Park Service
  • Architects for Humanity are looking at programs for bike shelters/stations. "Micro-facilities"
  • The end of their term of office will end for approximately one-half of the members of the BAC. Also, our rules require that officer elections occur annually. It was suggested, however, that since the BAC serves at the pleasure of their district supervisor it would be more appropriate if elections occur after the Board of Supervisors take office in January.

5. Member Reports: (6:45)

  • Diana Waggoner(District 3) reminded the body that the T-Mobile race is occurring on September 12th with men and women pros competing. This will be the final appearance of the U.S. Postal Team.
  • Rufus Davis, Jr(District 10) reported the Visitation Valley bike lanes have been striped. Also the San Francisco Bicycle Coalition, joined by two environmentalist organizations is holding a Bike Fair in Hunter’s Point on September 11th.
  • Casey Allen(District 11) reported he visited the Embarcadero Bike Station and that there is still insufficient signage. Mr. Allen asked "What happened to the information presented on signage in the power point presentation?"
  • Dale Butler(District 6) invited the BAC and all other present to join "Ride The Redwoods" on September 17, 18, and 19th as a fundraiser for a women’s owned and operated health center in Nicaragua.

6. Department of Parking and Traffic Report (6:51) /Peter Tannen

  • The 9th and Howard anxiety point could use attention
  • The Waller Street police barricades are up. Michael Burns of MTA needs to talk to the Chief of Police to finalize the structure of the area. The Police want the south pathway free of bikes
  • Our "Sharrow" has been approved. The next step is for CalTrains to approve. We can go ahead and start to paint the Sharrows – Start in September and expect 1000 Sharrows by June 2005. If anyone wants a Sharrow in a specific place then email Mike Sallaberry at DPT.
  •   Mr. Tannen was asked (Thornley) if the City as done any trials on conflict areas. "Not yet but we’ll probably need to do it on the proposed Central Freeway on ramp." Further than if we recognize or identify points of conflict we, or any other person, should report them to DPT and not simply wait for DPT to find these problems.
  • Striping was approved for Alemany Blvd on August 17th. It will probably be several months before striping is completed. Perhaps by end of year.
  • A conflict point exists at the San Jose Avenue / Arlington off ramp. Cyclists want to be able to exit on Monterrey but there is confusion at the Monterrey/San Jose/Arlington intersection. DPT is looking at possible solutions

7. San Francisco Bicycling Coalition: (7:26)

8. New Business (7:27)

a. Potrero Avenue (17th -> 25th): Peter Tannen passed out four pages of charts and text about this redesign of Potrero. The design is being done by the Livable Strees group within DPT. Kevin Keck is the engineer and Bridget Smith is coordinator for the Livable Streets Project. Mr. Davis(District 10) reported that he has learned that schools and SFGH nurses support the plan while drivers oppose it. Mr. Tannen reported that the funds are already allocated for the Potrero reconfiguration. As to the Geary corridor changes MUNI does not like the combined Bus/Bike Lanes.

b. CalTrain Baby Bullet: A different type of care was delivered than what was expected and the old bike cars cannot be substituted. CalTrain says in aggregate there are more bike slots increasing from 2,300 daily to 2,500 daily but space is more limited on the Bullets. CalTrain is aware of the problem and the SFBC is putting pressure. CalTrain has reported that there are 1,200 lockers and 800 are not used. The Joint Powers Board and Citizens Advisory Committee have not tackled the issue and San Francisco has three representatives on each. There is a bicyclist representative on the CAC. Dale Butler(District 6), seconded by Janice Buike Voorsluys(District 4), and passed unanimously:

The Bicycle Advisory Committee proposes that CalTrain make the technical changes that would increase the number of bikes permitted on the "Baby Bullet" Trains.
