SF Bicycle Advisory Committee Notes:

Attending: Bert Hill, Frank Chan, Susan King, Rufus Davis, Francisco Hernandez, Casey, Andy Bindman,

Approve minutes: June, July, August, September, October.

Chair Report:
Kirkham traffic calming meeting to discuss bike route from 6th Ave to Ocean, 9th to 19th ave, since it is an east to west thoroughfare without a transit lane. The average auto speed is 33 mph. There are few crosswalks, and this would aid traffic calming, as narrower roads slow traffic, and bike lanes make the roadway narrower. It was noted that Irving is a flatter street and popular with cyclists, despite the challenges of this busy street. Question: Will Kirkham lanes interfere with bike lanes on Irving Street? Answer: SFBC envisions parallel lanes, Irving St lanes as part of the network are at least a year away.  Focus on finishing bike network first.

Next Month: BAC Resolution supporting Kirkham Bike lanes.

GG Park Panhandle: Cheryl Brinkman, Ped Safety Task Force is asking for the double turn lane from Oak to Masonic be removed to enhance ped safety. Need BAC support.

Next Month: BAC Resolution supporting removal of double turn lane from Oak to Fell (Susan King to draft for January)

Committee Reports:
Susan - D 5: Missed October meeting. Interested in MLK Bike lanes at 9th Ave into the park. Update on JFK lanes,  funding for striping obtained.

Casey- D 11: Missed Oct meeting. Alemany bike lanes being considered by Board of Supervisors. Balboa BART neighborhood planning, considering a deck over Geneva Blvd to reconnect the neighborhood. Good opportunity for bike lanes. Bert noted that biking near Balboa BART at Ocean is dangerous and needs to be made safer. This is Caltrans juristiction.

Frank Chan- D 3: Pacific to Powell and Jones finally paved. Attended renew SF to talk about traffic calming on Columbus to Fisherman's Wharf.

Rufus Davis- D 10: DPT putting bike lanes on Bayshore Industrial to Silver. Hunter's Point waterfront park proposed site.

Francisco Hernandez- D 9: Cezar Chavez traffic calming, Precita Valley resident opposes resolution, spill over traffic from cut through cited as the reason for opposition. Need data on car travel behavior to use. Concern about using bike lanes to calm traffic.

Bike Plan Reports: Oliver, MTA Handout discussed.

Invite Marshall Foster to BAC for presentation. Mayoral initiative Green Streets.

C4: Bike Learning Area: Thick paint on bike learning area makes surface unusable for skaters, has generated complaints. committee recommends grinding paint down to make surface smoother.

A3: Broadway bike lanes include the tunnel.
A4: One way bike and car travel on 14th Street
A 11: N Point Bike Lanes, issue on parking removal with loading and unloading;
B3: Jack Kerouak Alley short term parking instead of bike parking;
A 8: Lake ST bike lanes timeline- approved, off to paint shop next.
A 13: Rincon Hill will street remain open with 5 foot bike lane or is it closed (no need for bike lane)? A- if street open for peak traffic, there will be a southbound bike lane. No final bike plan yet. Bikes on Transit? Memo not issued to allow bikes on transit back and forth between MTA Exec. Director and DPT Staff. BAC resolution would be helpful.

A7: Laguna Honda Pedestrian issue: red light should be replaced with stop sign to allow peds to catch bus.
A 9: Lake Merced: Ride around lake Merced at Sunset dangerous.
A 12: Octavia blvd: Dash line for bike lane/ right turns near Valencia
C 3: Kids on Bikes: Thanks to DPT for last minute fill in;
A 1: Alemany owe resolution
A 2: Sharrows- Catrans opposes sharrows

Public Comment: David Pilpel
3rd St light rail bikes on trains- send Letter of Inquiry to MTA CAC, David will help write;

Budget regarding Prop B (failed road repair funding bond) letter to MTA, Board of Supes, DPW to consider street maintenance to include bike projects, painting, etc as part of these departments budgets.  David will help Bert write letters.

A 12: Octavia has very contentious issues
E 1: colored pavement is expensive
A 13: Rincon Hill plans no consensus yet
B 1: secure bike parking at 101 South Van Ness
C 2: Bike education, bring to each district
C 5: bike pool- lend to other departments within MTA

Prop B failed, need to find ways to fund street maintenance.

Funding priorities: Claremont, Ocean, Page/Stanyan (with bike head signal), 12th at Otis/McCoppin bike lanes.

Letter from BAC to MTA regarding bike program and issues with merger (high overhead, no benefits).

25th Ave (d 1) grant BAAQMD for traffic calming, bike lanes part of solution;
GG Park- striping funding for JFK bike lanes but no $ for pavement treatment;
MLK lanes, Lincoln to 19th Ave interest in moving forward
Museum open- let's go for Sat closure of JFK drive in GG park
Market St- 2006 campaign to complete bike lane to Octavia- foot of market
5,000 SFBC members!

SFBC board member Clay Mankin passed away.

JFK lanes- Andy recommends colored pavement, striping should connect to panhandle route.

Bike lanes on MLK should extend to 25th Ave.

GG Park Task force formed- Susan King (D 5), Andy B (D 1) ask Lisa Estrella (D 4). Andy also on committee.

Task force reports:
Safety- no report
Bike plan- no report
Home Depot- Rufus Davis, written report handed out. Key dates listed. Met developed possibilities, bike lanes along bayshore affected. Home Depot will fund survey. Mike Sallaberry will get maps and assess costs.

Q: Stakeholders? Muni not on board, wants to speed buses on #9 route. bike Ped Safety vs. parking entrance.

Issue of big boxes coming to Bayshore area, Maxwell will oppose.

Discussed home delivery instead of driving and parking. Manhattan Home Depot has NO parking at all.

Commend Rufus for his hard work. Will write letter to Board of Supervisors regarding bike issues and Home Depot.

Mills Corp: Project likely not proceeding. Impressive BAC presentation last month. find ways to eliminate parking for project on the site. Other opposition in area.

Bike Parking: Issues:
1) no bike rack installation due to NO staff to do it; No new staff, no contract, need OK from Board of Supes to do a no contract bike, sign shop too overwhelmed. MTA considering streamlining permit for self installed racks.

2) racks improperly installed
3) rouge installation of racks (not by DPT)
4) racks being recycled for valuable metal by theives
5) racks being removed from in front of library.

Public parking garages must have bike parking. Planning code requires this. Need complaince officer to check, need resources for survey of enforcement. Francisco will request Board of Supervisors to bring bike parking into MTA from Planning Department.

Invite budget person from MTA to discuss bike project implementation.
