MINUTES

The meeting was called to order at 6:27 PM

1. Roll Call/Attendance:

Present - Andrew Thornley(District 1), Dianna Waggoner(District 3), Janice Buike Voorsluys(District 4), Dale Butler(District 6), Will Henning(District 7); Jerry Ervin(District 8); Cynthia Powell(District 9), Rufus Davis, Jr.(District 10), Casey Allen(District 11)

2. Approval of minutes as amended of October 17, 2003 (6:30)

3. Chairman's Report:

1. Proposition K, which is an extension of sales tax at the current level, passed. This extension is a significant source of funds for transportation and is delineated in the "New Transportation Expenditure Plan For San Francisco" dated July 22, 3003.

2. Chairman Thornley attended the Bike Plan Oversight Committee meeting of November 4th as the official representative of the Bicycle Advisory Committee (BAC). The Bike Plan is scheduled to be sent to the Board of Supervisors in July, 2004.

3. As the BACs representative on the Bike Plan he attended the Technical Advisory Committee on November 18th during which a discussion was held regarding twenty upcoming bike or bike related projects.

4. Chairman Thornley attended a regular meeting of the Metropolitan Transportation Committee to meet and discuss the "T2030" plan. This long-range plan will allocate millions of dollars of transportation funding for regional projects.

4. Member Reports:

· Rufus Davis(District 10): The residents of District 10 are pleased to see the Oakdale plan is moving forward. The construction of the LRV tracks on 3rd Street is presenting a very difficult problem for cycling into City center.

· Dianna Waggoner(District 3): Related a recent 10:30 PM incident at Judah and 40th Avenue during which a cyclist was refused entrance with his bike onto take his bicycle onto the LRV. The car was almost empty at the time. Individual operators have the right to determine if the bike is allowed on or not but on what grounds? Ms Waggoner will secure the operator's parameters or guidelines for this decision for a subsequent discussion.

· Casey Allen(District 11): The Embarcadero Station Bike Station is completed and in operation. A bicycle mechanic is available two days per week at the station.

· Jerry Ervin(District 8): Related that the San Francisco Chamber of Commerce has a committee known as the SF2020 committee to discuss medium range plans for the City.

5.      Old Business (6:50):

 Further discussion of the role of the BAC and the relationship between the BAC and the Board of Supervisors with a focus as the best source for advise for planners on bicycle or bicycle related issues. Without an official business address official correspondence is problematic. The same concern exists as the previous BAC had three email addresses and currently they are not monitored. It was decided to forward a copy of the bylaws to the City Attorney for review.

6. New Business (7:05):

A. BAC Website and its relationship to the DPT Bicycle Program website: Following a discussion regarding the current state of the BAC website it was agreed that the Chair would submit materials to the website manager, correct errors on the website (days and times of meetings), and secure a working email address that can be read by the BAC membership.

B. Bike Plan Goals and Objectives: BAC members expressed concern on a number of the goals and objectives as delineated in the November 4, 2003 draft. These include the question of there being sufficient safety training in schools; the lack of focus on the role that design plays in securing safety for cyclists on the street; that police enforcement should be heavily concentrated on automobiles. It was moved and seconded (Ervin, Casey) to adopt the current SF Bicycle Plan Draft Goals and Objectives. The motion passed by majority, with one abstention.

C. LOS Standards Reform: BAC member Allen passed out copies of "Creating Multi-Modal Transportation Standards" and led a discussion of the need to establish LOS Standards that substantially ignore mass transit, pedestrians, and cyclists in deference to automobiles. Member Allen agreed to work on the issue of standards reform and to identify speakers to address the issue before the BAC.

7. Public Comment:

Michael Alexander, a resident of District 3, related an incident of almost being "doored" by a passenger exiting a taxi on the wrong side of the cab and a subsequent interaction with a bike officer who witnessed the event. While exiting on the street side is a violation of traffic law the officer failed to ticket and instead admonished Mr. Alexander that he should have "seen it coming". Mr. Alexander requested the BAC attempt to educate both the Police and the Taxi Commission about the law and their responsibilities.

8. The meeting was adjourned at 8:25 PM
