Minutes of full SF Bicycle Advisory Committee Meeting, May 17, 2000.

Present: Jean Davis, Emily Drennen, Alex Lantsberg, James Morrison (chair), Pi Ra, Suzanne Richter. Steven Bodzin (recording) arrived late.

1. Call meeting to order and adoption of agenda **

Meeting to order at 6:22. Agenda adopted. However, the actual meeting had items 7,8, and 9 discussed in reverse order.

2. Review and approval of minutes from February, March, and April 2000 **

Minutes for March 2000 general meeting, April 2000 working committee meeting, and April 2000 general meeting adopted with changes: In March general meeting minutes, "Emily wants to assign" was changed to "Emily wants to see assignments made".

3. Administrative business and announcements**

A Pedestrian Safety Summit will be held May 26, at 455 Golden Gate Ave., from 9 am to 1 pm.
The Thunderhead Alliance will be holding a regional conference June 10. Emily is helping to search for a venue.

Adam Gubser announced that the long-delayed Countywide Plan from the Transportation Authority is now available at the TA’s website www.ci.sf.ca.us/sfta/.

5. Transit Reports - BART Bicycle Advisory Task Force
No transit reports.

6. DPT Reports

I. Bicycle Program Manager’s Monthly Report
Bike to Work Day happened, with lower overall bike counts than 1999. Gubser accounts it to the weather. Lower counts on Valencia Street on BtWD than on the previous day.

New bike racks were unveiled at City Hall, made from melted-down guns. The news reports, unfortunately, preferred to cover Peter Tannen's getting hit by a motorcycle in the Mayor's bicyclecade.

II. Bike/Ped Safety Coordinator’s Monthly Report
Nick Carr submitted attached report.

7. Discussion period concerning striped bicyle lanes in San Francisco. Some questions for discussion:

I. What prospective bike lanes on bike routes contained in the SF Bicycle plan should receive priority treatment?

II. Are there possible bike lanes on streets not included in the bicycle plan which should be included in the updated bike plan?

III. Should we urge more vigorous enforcement efforts against double parking in bike lanes? Through what channels might we do so?

IV. Should we communicate directly with companies which use large fleets of delivery vehicles in the hope of working out better informal protocols or ways of minimizing conflict and inconvenience in bike lanes?

V. Are right-turning cars, which use bike lanes in the act of turning, a serious problem? Might education or signage changes help?

 

8. Working Committee Report

I. Discussion of bylaw amendment to allow change in committee self-governance (consensus model of decison-maiking vs. Robert’s rules of Order)

II. Discuss means of reopening dialogue with Japantown community: how can the BAC help to build support for bicycle accommodations in this neighborhood? When and how might Post St. bike lane extensions be reintroduced?

III. Report on contacts with Port of San Francisco. Discuss inviting Port representative to BAC general meeting

IV. Liaison procedures and appointments/assignments. Discuss allotting contacts (for instance, particular members to particular city departments or personnel). Possible assignments of areas of responsibility at this meeting**

V. Bicycle Plan Update. Report on contacts with SFBC and DPT with regard to focus points

VI. Consider endorsement of grant proposals through Dept.of Parking and Traffic staff, proposals submitted under AB434 Transportation Fund for Clean Air, including "Smart Growth" category**

VII. Formation of BAC Outreach Bureau. Breakdown of contact information for neighborhood asociations into groupings for individual members

VIII. Update on planning for regional bicycle/alternative transportation conference, including the possibility of joining with the Surface Transportation Policy Project in such a conference

IX. Discussion of the possible use of the website of the City of San Francisco for posting BAC records and news

X. Discussion of budget and paid staffing for the BAC. Should the BAC seek financial and staff support? From what sources?

XI. Date and time of next meeting**

JM suggests moving the meeting to 6:30 pm and will look into that.
