1.Call to Order and Roll Call

2.General Public Comment
Members of the public may address the Commission with comments or recommendations on items within the Commissions jurisdiction other than the items on the agenda at the beginning or end of the meeting, but not both.

3.Approval of Draft Minutes from the September 10, 2009 Meeting

[Discussion/Action Item]

4.Chairpersons report and opening remarks

[Discussion Item]

A) Update on Joint Zoo Operating Committee

5.Status and tracking of letters of recommendation approved by the Commission, requesting action by the Board of Supervisors

A) Update on status of Commission recommendation to the Board of Supervisors that they develop an ordinance banning the practice of declawing cats, except when determined to be medically necessary. Declawing involves amputating the last bone of the toes and severing tendons and nerves and that enable normal function and is considered cruel by many animal welfare advocates when done for non-medical reasons such as to prevent a cat from clawing furniture. [Discussion only]
[Commissioner Stephens]

6.New Business

A) Discussion only of how to increase the number of people who can adopt and foster pets, focusing on how to increase the number of landlords who rent to tenants with pets. Increasing the number of people available to adopt and foster pets will help decrease the number of animals held in shelters and ultimately will help reduce the number of animals euthanized in shelters. Representatives of tenants and landlord groups will be invited to speak. [Discussion only]
[Commissioner Gerrie, Brooks, and Stephens]

7.Unfinished Business

A)
Discussion only of No Kill policies in San Francisco Shelters (also referred to as Live Release in earlier agendas). The Commission will continue its exploration of a policy that would ensure that no adoptable animal (including those that need medical and behavioral intervention but would be adoptable after that) is euthanized in San Francisco shelters. The Commission will continue the discussion of what to do with all the information gathered on No Kill over the past few months.[Discussion only]

[Commissioner Padilla]

8. General Public Comment
