4.       Status and tracking of letters of recommendation approved by the Commission, requesting action by the Board of Supervisors

A) Update on the status of a resolution passed by this Commission to recommend to the Board of Supervisors that they encourage all San Francisco restaurants and retailers not to sell eggs from birds kept confined in "battery" cages, cages so small the animals cannot turn around in them.  [Discussion only]  [Commissioner Gerrie]

 

5.        New Business

A) Discussion and possible action to recommend to the Board of Supervisors that they pass an ordinance prohibiting the sale of transfer of dogs and cats in companion animal (pet) stores. An exemption for dogs and cats in the care of rescue groups would be allowed. This ordinance is intended to stop the sale of dogs and cats from puppy mills, and is similar to an ordinance adopted in West Hollywood and other California communities earlier this year. B) Discussion about expanding/increasing the Behavior & Training division at SF/ACC to meet needs of shelter animals.  Solutions may include recommending to the Board of Supervisors that they pass an ordinance amending the Annual Salary Ordinance to create a classification for a Senior Animal Behaviorist/Trainer and an Assistant Animal Behaviorist/Trainer or other methods to increase funding for those positions.

6.       Unfinished Business



A) Discussion of response from the Office of Contract Administration regarding the Commission's proposed guidelines for the goat companies. These guidelines were suggested to lessen the impact of the practice of fencing areas of habitat, to enclose goats to eat unwanted vegetation on city owned properties. The initial guidelines were modified during the last meeting after input from the goat companies. [Discussion only]

B) Discussion only of "No Kill" policies in San Francisco Shelters. The Commission will continue its exploration of a policy that would ensure that no adoptable animal (including those that need medical and behavioral intervention but would be adoptable after that) is euthanized in San Francisco shelters. Dori Villanon of the SFSPCA will present 2009 SFSPCA Asilomar Accord and SFSPCA-ACC Partnership statistics with the Commission.  Former Commissioner Bill Hamilton will present a suggested draft ordinance, An At-Risk Animal Adoption and Welfare Act.
