JUS.T.I.S Governance Council Meeting Minutes
December 04, 2014

Departments Present: City Administrator’s Office; Adult Probation; District Attorney; Public Defender; Department on Status of Women; COIT

Absent: Police; Sheriff; Superior Court; Emergency Management; Juvenile Probation; Mayor’s Office

From Executive Sponsor’s Update.

- The City Administrator’s Office will be interviewing 5 applicants for the 1824 position.

- Also met with Sheriff’s and New World System. City Attorney is reviewing quotes for maintenance and module swapping.

- Project schedules were distributed. The 1824 new hire will be responsible for updating the project schedules. Per Adult Probation, there will be new estimates. JUSTIS items will be added to the document in 2015.

From Case Management System Updates:

HUB Activity:

- For the DA project, JUSTIS team and DAMION vendor finalized the data elements to be included in the interface (XML). JUSTIS development estimate to be by the end of January. OIS estimated their work to be 3-4 months. DAMION development estimate was given to the DA.

- For Booking Notification – Person of Interest, JUSTIS conducted the demo to DA. Feedbacks will be integrated in the following week. Once approved by DA, the sponsoring agency, JUSTIS will hold a larger meeting for departments that could benefit from the app based on the data sharing MOUs. Future enhancements include Notifications by Release, by Statutes, Crime types (violent, drug) and BCS attributes, by Category (Probationer, Court Probationer), and various specifications proposals.

- Test servers have been set up for Sheriff’s vendor NWS to install JMS 10.2 release. Sheriff will be upgrading their production server to Windows 2012 environment and also to move off the IBM blade in order to resolve an issue for the implementation of JUSTIS active directory. Until then, QCA/QCX/QPRO app with AD Authentication cannot be deployed to APD. However, departments that are only connecting to JUSTIS repository are not affected.

- Police continues working with DT to resolve the access/firewall issue for the Single-Entry-Booking

- For DoSW, Domestic Violent data and processing varies greatly among different agencies. DV calls are high while DV court cases are low. JUSTIS would like to set up meetings with departments to determine the criteria of collecting DV stats.

- PDR has a new request to link the Gideon application and database servers to their internal document server;

- JUSTIS will have a HUB dashboard and links to all project documentations

JUSTIS Infrastructure:

- Turk Street site building materials and networking requirements were submitted to the City Administrator

- The coming Sunday, DT will be implementing the JUSTIS Network/Routing Change Control, from 7 a.m. to 11 a.m.

Department on the Status of Women

Updates were covered in the JUSTIS report.

District Attorney

All MOUs with City Administrator, Police and Sheriff are signed. For DAMION, the entire department will be using all the features. Yearly statistics will be collected. DA will be attending a user conference the following week.

Public Defender

PDR is working with DT to open ports for the connectivity of their app and db servers to the internal document server.

Police Department

No update.

Sheriff Department

No update.

Adult Probation

APD completed the internal selection of their case management system; currently meeting with City Attorney and no disclosure of details at this point. APD raised an ongoing issue with the mainframe calendar printing problem within the CMS community. The current mechanism, connected to Stratus, relies on hardware parts that are no longer available. Alternative methods are being explored, including a proposal by JUSTIS.

Superior Court

No update.
