I. The Special Meeting was called to order at 8:40 a.m.
Present: Commissioner Donald A. Casper (arrived at 8:50 a.m. during Public Comment)

Excused: Commissioner Alicia D. Becerril
Commissioner Gorrono presided.
II. Public comment on all matters appearing on the Special Meeting Agenda Session.
Sheriff Michael Hennessey addressed the Commission regarding his request to extend the eligible list and eligibility period for 8314 Deputy Chief for a second additional year.
Jackie Pun, Sheriff Department, supported Sheriff Hennessey’s request.
Spike Kahn, IFPTE – Local 21, addressed the Commission regarding Personal Services Contracts notifications and changes to PSC Form I and work of the Government Efficiency Committee.
III. Civil Service Commission Strategic Planning Retreat.
- Paul Zarefsky, Deputy City Attorney spoke on legal trends.
- Marsha Stroope, Department of Human Resources
Robert Pritchard, Department of Human Resources, spoke on Workforce Planning.
- Monique Zmuda, Deputy Controller, spoke on economic trends and the fiscal outlook for the City.
