Postpone to the meeting of November 19, 2007 at the request of the Department of Human Resources and concurrence of Matthew Ming, Attorney for the appellant. 

 

 

Note:

Commissioners Morgan Gorrono and Yu-Yee Wu addressed their concerns regarding the City Attorney’s Opinion on remedies available to the Commission on discrimination complaints.

 

 

November 19, 2007:

Postpone to the meeting of January 7, 2008 pending the City Attorney’s Opinion on remedies available to the Commission on discrimination complaints and having all Commissioners present. 

 

August 17, 2009:

Postpone to the meeting of September 21, 2009 by mutual agreement of the Department of Human Resources and Operating Engineers Local 3. 

 

September 21, 2009:

Postpone to the meeting of October 19, 2009 at the request of the Department of Human Resources.

 

October 19, 2009:

Continue to a meeting when Ms. Linda Migliore of the Recreation and Parks Department is available to appear as requested by the Commission.

Report on Commission staff analysis of proposals from the Department of Human Resources on Civil Service Reform Phase II.  Merit system issues that may be addressed include but are not limited to: Certification Rules; Appeals; Examinations; Promotive appointments and opportunities; Recognition of seniority; policy on Conviction History; Civil Service Rules – i.e. Rules consolidation, Recommendations to update, simplify, clarify the Rules on Fitness for Duty, Leaves of Absence, Employee Relations Ordinance (ERO), Rule 118 – Conflict of Interest, Rule 115 – Rules Related to Employment of Persons with Disabilities, Near lists; Release during Probationary Period; and General update of proposals made in 2005 Civil Service Reform Recommendations. (Item No. 9)

Schedule a Special Meeting for Monday, February 23, 2009 at 2:00 p.m. in Room 400 City Hall for a briefing on Civil Service Reform.

The Commission took no action.

 

   

Commission Direction:

1) The Commission requested the Department of Human Resources to provide specific details on each of the recommendations to the Commission and all interested parties for transparency.

 

 

2) The Commission also directed the Executive Officer to schedule special meeting(s) to continue the Department of Human Resources presentation on Civil Service Reform proposals and provide interested parties opportunity to address the recommendations.

 

 

March 30, 2009:

The Commission took no action.

3) Schedule meeting(s) to continue presentation of staff analysis of DHR’s Civil Service Reform Proposals focusing on each proposal.
