The Commission requested a legal opinion as to whether the decisions of the Court of Appeals constitute general laws. The Commission directed the Acting Executive Officer to draft a response using the synopsis of Commissioner Casper’s comments as a starting point.

COMMISSIONERS’ ANNOUNCEMENTS/REQUESTS

(1) Commissioner Gorrono inquired about his request to have the Minutes of the meeting of June 4, 2007 amended to include the names he submitted for recognition. The Acting Executive Officer informed Commissioner Gorrono that she is awaiting from the Deputy City Attorney the drafting
of a city-wide criterion on policies and procedures regarding the presentation of awards and commendations from the Commission. The matter will be calendared at a future meeting.
(2) Commissioner Wu requested clarification of the process of how appeals come to the Civil Service Commission agenda in terms of jurisdiction and who decides who has jurisdiction; basically, what is the process our own Commission follows; how long does it take to get an appeal calendared on the Agenda; what is the process for determining when an appeal is to come before the Civil Service Commission?
