I. The Special Meeting was called to order at 4:21 p.m.

Commissioner Safont presided.

II. Public comment on all matters appearing on the Special Meeting Agenda Session.

None.

III. Establish process, procedure and timeline on the appeal filed by Vernon Grigg, III, Esq. to the Civil Service Commission on behalf of Tammy Haygood on the decision of the Elections Commission to terminate her employment. (File No. 0365-02-7)

Action: 1) Changed the title of the appeal to: "Appeal of Tammy Haygood of the action of the Elections Commission to terminate her employment as Class 1128, Director of Elections."

2) Identified the parties to the appeal as Tammy Haygood and the Elections Commission.

3) Adopted the Proposed Draft of Hearing Procedures with minor changes to ensure that the process is fair, clear and accessible to the public in keeping the CSC’s established procedures. (Approved Procedures attached)

4) Scheduled a hearing on June 17, 2002 at 6:00 p.m. in City Hall, Room 400 to determine CSC jurisdiction.

5) Extended submission of written materials by 5:00 p.m. of June 3, 2002 at the Civil Service Commission offices.

IV. General Public Comment on Any Matter Within the Subject Matter Jurisdiction of the Civil Service Commission.

1. Peter Cohn, on behalf of SFNAACP and members of the public commended the CSC for calendaring "this matter of great public interest" and expressed concern of the Elections Commission submitting a brief before procedures have been established.

3. Julie Soo, Public Sector Attorney and Arbitrator spoke on having notices published in the Independent and other ethnic papers, including the Elections Task Force in the Commission’s mailing list for notice of the jurisdictional hearing and for the CSC to take jurisdiction of the matter.

4. Helynna Brooke spoke of the good job done by the Department of Elections in the last election when she was a candidate and for the CSC to take jurisdiction.

5. Chris Bowman inquired about the Commission using outside counsel and to complete the entire process by August 1st.

6. John Barry had a question about the briefs to be submitted and its content.

7. Frederick Hobson commended the Commission for its handling of this matter.

8. Toye Moses, African American Democratic Club is pleased that the Commission is hearing the matter.

9. James Bryant thanked the Commission for the hearing.
