Motion: The Civil Service Commission finds that it is in the best interests of the public (NOT) to disclose its closed session deliberations regarding labor negotiations.

RATIFICATION AGENDA

The following proposed personal services contracts have been posted by the Department of Human Resources for seven calendar days. No appeals were received by the Department of Human Resources during the posting period. In the absence of an appeal, the proposed personal services contracts are placed on the Ratification Agenda for Civil Service Commission review. No departmental representatives will be present.

All matters on the Ratification Agenda are considered by the Civil Service Commission to be non-contested and will be acted upon by a single vote of the Commission. There will be no separate discussion on these items unless a request is made; in which event, the matter shall be removed from the Ratification Agenda and considered as a separate item. Each individual addressing the Commission will be limited to a maximum time limit of five minutes for all items severed from the Ratification Agenda.

Recommendation: Grant the appeal of Elsie V. Palencia and Theodore N. Wong; authorize the addition of their names to the 1657 Senior Systems Accountant eligible list; establish a certification date of December 17, 1999 for these individuals.

(8) Request by Robert Mason to reconsider the Civil Service Commission action on his appeal for Transit Manager I (Job Code 9140) and Transit Manager II (Job Code 9141), Public Transportation Department due to military leave. (File No. 0854-99-4)

Recommendation: Approve request for reconsideration of Civil Service Commission action.

November 15, 1999: Adopt report. Deny appeal of the Human Resources Director’s decision on the rejection of applications for examination of Ms. Nancy Hoogendyk and Mr. Tristan Levardo for Senior Administrative Analyst (Job Code 1823) (Vote of 3 to 0)

The appeal of Marguerite I. Versher was carried over to the meeting of January 5, 2000 to allow Department of Human Resources review of additional information provided by the appellant to support her claim that the scope of work performed would qualify for Principal Administrative Analyst (Job Code 1824). (Vote of 3 to 0)

January 5, 2000: Postpone the hearing of Marguerite I. Versher to the meeting of February 7, 2000, at the request of the Department of Human Resources.

February 7, 2000: Postpone the hearing of Marguerite I. Versher to the meeting of March 6, 2000, at the request of the Department of Human Resources.

decision of the Human Resources Director.

(14) Appeal by Neil Rains of the Human Resources Director’s decision to dismiss the employment discrimination complaint. (File No. 0023-98-6)

April 6, 1998: Postpone to the meeting of May 4, 1998, at the request of the Human Resources Department.

May 4, 1998: Postpone to the meeting of May 18, 1998, at the request of the Building Inspection Department.

May 18, 1998: Grant request of Neil Rains, for a hearing by a hearing officer, on (0077-98-6) his appeal of the Human Resources Director’s action to dismiss the employment discrimination complaint, with the following parameters: (1) the hearing officer will only hear the same issues or evidence previously submitted to the Human Resources Director; and (2) the hearing officer may not hear any new evidence or new issues; any new issues or evidence must be submitted to the Human Resources Director for consideration.

May 18, 1998: Off Calendar pending completion of hearing and findings of fact by (0023-98-6) the hearing officer.

Recommendation: Adopt report. Deny the appeal of Mr. Rains. Sustain the decision of the Human Resources Director.

EMPLOYEE SEPARATIONS AGENDA

As soon after 2:30 p.m. as practical, a roll call will be held of the names of persons appearing on the Employee Separations Agenda to ascertain who is present for hearing. Please respond as your name is called. Your case will be heard by the Commission in the order it appears on the Agenda unless the President grants a request to be heard out of order. The Commission will take immediate action during the roll call for those persons not in attendance.
