The department was instructed to present additional information on the scope of services of the contracts to the
Commissioners at its meeting of January 7, 2002. Adopt Human Resources Director’s report on all remaining contracts. Notify the offices of the Controller and the Purchaser. (Vote of 4 to 0)

REQUEST TO SPEAK ON ANY MATTER WITHIN THE JURISDICTION OF THE CIVIL SERVICE COMMISSION

   

Richard Rothman raised his concern regarding the Human Resources Director’s report at the meeting of November 19, 2001; specifically, the cumulative and ending dates in the Report of Exempt
Appointments under certain Charter Sections. He also raised the question of how to make permanent
appointments as opposed to provisional appointments from the beginning.

Mr. Rothman also addressed the report on Adjustments to the Fiscal Year 2001-2002 Human
Resources Budget and recognized the need to make budget reductions but expressed concern that the department would not meet deadlines for giving examinations. Mr. Rothman emphasized the importance of hiring employees under the merit system, using a competitive process and that the people hired be permanent from day one. He also acknowledged the progress that Human Resources
Director Andrea Gourdine and the Department of Human Resources staff has made in the clerical and IS classes. He cited the UCSF hiring system at San Francisco General Hospital as an example of a process that works.
