  1. The Special Meeting convened at 1:35 p.m. in City Hall, Room 416.

     

    Present: Commissioner Donald A. Casper

    Commissioner Karen Clopton

    Commissioner Morgan R. Gorrono

    Commissioner Adrienne Pon

    Excused: Commissioner Rosabella Safont

    Commissioner Karen Clopton presided.

  2. Public comment on all matters pertaining to the Closed Session.

     

    None.

  3. Vote on whether to hold closed session on a Personnel Matter and to confer with the designated labor negotiator (San Francisco Administrative Code Sections 67.10 (b) and 67.10 (e)). (Action Item)

     

Action: The Commission voted to conduct a closed session. (Vote of 4 to 0)

Closed Session began at 1:37 p.m. in City Hall, Room 414 and the following were present:

  1. Closed session pursuant to California Government Code Sections 54957 and 54957.6

     

  1. PERSONNEL MATTER – Preliminary consideration of Charges involving Zula Jones filed by a citizen in accordance with Charter Section A-8.341 Removal or Discharge of Permanent, Non-Probationary Employee.

     

Number of Employees Affected: One (1)

The Commissioners are making a preliminary consideration of charges filed by a citizen. This is not a hearing for dismissal. (Discussion/Action Item)

B) CONFERENCE WITH LABOR NEGOTIATOR

(DISCUSSION ITEM)

Gene Rucker, Civil Service Commission Labor Negotiator

Organization: All.

Anticipated issue under negotiation: terms and conditions of employment.

Prior to the meeting the Commissioners were provided with draft Civil Service Commission Rule proposals.

Closed Session ended at 2:02 p.m.

  1. The Commission reconvened in open session in City Hall, Room 416.

     

  1. Vote to elect whether to disclose any or all discussions held in closed session

     

(San Francisco Administrative Code Section 67.12 (b)(4).) (ACTION ITEM)

Action: The Commission voted to disclose its discussion on Item IV A) held in closed session (San Francisco Administrative Code Sections 67.12 (b) (5). (Vote of 4 to 0)

Action: The Commission had for its consideration charges filed by a citizen affecting one employee under Charter Section A-8.341. It was the Commission’s decision that no evidence was presented in addition to the indictment, that it is not the Civil Service Commission’s function to act in the stead of a tribunal, that there was timely reassignment on May 11, 2000 of the individual, and there is no basis to take further action. In addition, the Commission instructed the Executive Officer to notify the Department Head and the complainant of its decision.
