I.          The Special Meeting was called to order at 1:14 p.m.

            Present:           Commissioner Donald A. Casper

                                    Commissioner Morgan R. Gorrono

                                    Commissioner Thomas Ng

                                    Commissioner Linda Richardson

            Excused:         Commissioner Alicia D. Becerril

                                    Commissioner Gorrono presided.

• Public comment on all matters appearing on the Special Meeting Agenda Session.

None.

• Vote on whether to hold closed session to confer with the designated labor negotiator (California Government Code 54957.6 and San Francisco Administrative Code Section 67.10 (e).)  (Action Item)

Action:           The Commission voted not to have a closed session and conduct an open session.  (Vote of 4 to 0)

            Action:           Continue to September 15, 2003 Regular Meeting to be scheduled at the end of the Agenda.
